The Certificate of Clearance (COC) is issued by the Criminal Investigation Department (CID) of the Singapore Police Force (SPF), certifying that the applicant does not have any record of criminal conviction in Singapore within a stipulated period of time.  Since 21 June 2016, SPF has maintained an eService which allows applicants to submit COC applications online. Eligibility

As a pre-requisite, applicants must be above the age of 16, and must be able to produce documentary proof which indicates that a COC or Police Clearance is required and for what purpose.  Singapore Citizens who fulfil the pre-requisite may apply for COC for purpose such as migration, adoption, overseas employment or further education.  Non-Singapore Citizens who wish to apply for COC are required to submit an appeal at the eService webpage for consideration on a case by case basis; such applicants must have resided in Singapore for a minimum of 6 months, under a valid pass issued by the Singapore Immigration and Checkpoints Authority (ICA) or the Ministry of Manpower (MOM).

 

Application Procedure

Application submission and payment via credit/debit card or I-Banking can be done through the SPF eServices website at www.police.gov.sg/e-services, under "Certificate of Clearance".  Access to the eService will require a login via Singpass for Singaporeans and via Foreign Identification Number (FIN) and passport number for foreigners.  Successful applicants will be notified by email/SMS to book their fingerprint appointment at the COC office in Singapore via the same website.  For applicants residing overseas, you will be required to mail a hardcopy of your fingerprints taken at an authorised institution (i.e. at NZ Post for applicants in Auckland, and NZ Police for applicants in the rest of New Zealand), and enclose it with a copy of the electronic COC (eCOC) Acknowledgement Slip, generated at the end of your online application.  The COC will be mailed to you, upon receipt of the fingerprint impression and eCOC Acknowledgement Slip.
