Overview
Singapore strongly condemns all acts of terrorism and is committed to the fight against terrorism. Singapore is party to key international counter-terrorism agreements, including the International Convention for the Suppression of the Financing of Terrorism and Convention for the Suppression of Unlawful Acts against the Safety of Maritime Navigation. We also continue to firmly support internationally-led initiatives such as the UN Global Counter-Terrorism Strategy. Since 2021, Singapore hosts the Counter-Terrorism Information Facility, a multilateral-inter-agency information-sharing centre focused on combating transnational terrorism.
Singapore also takes an active stance against the financing of terrorist activities. We maintain a domestic list of terrorist designations under the First Schedule of the Terrorism (Suppression of Financing) Act, as well as abide by the designations maintained by the UN Security Council Committee. Altogether, these measures directly prohibit any person or entity from dealing with or providing any financial assistance with designated terrorists. Singapore is also a member of the Financial Action Task Force (FATF). As President of the FATF from 2022 to 2024, Singapore led efforts to respond to emerging risks including the exploitation of crowdfunding platforms for terrorism financing. Since then, Singapore has also contributed expertise to the development of a Terrorism Financing Risk Assessment toolkit to advance the standardisation of FATF assessments, as well as the FATF’s Comprehensive Update on Terrorism Financing to facilitate global understanding of the latest Terrorism Financing trends and typologies.
Singapore is also an active participant at various fora such as the United Nations, Asia-Pacific Economic Cooperation, Commonwealth, Asia-Europe Meeting and Association of Southeast Asian Nations. We have played a constructive role to strengthen international counter terrorism efforts, and we believe that practical cooperation between countries, especially between front-line law-enforcement and security agencies, is the most effective means of achieving tangible progress in counter terrorism.
