Application for Singapore Passport Overseas

 

Eligibility

Only a Singapore citizen may apply for a Singapore Passport.

Methods

  1. Online via ICA’s e-Service using Singpass
  2. Hardcopy application via the Singapore High Commission in Wellington.

A SGD70 fee is payable if you apply online.  A fee of SGD80 in foreign currency equivalent is payable if you apply through a Singapore Overseas Mission.  The equivalent fee payable to the Singapore High Commission in Wellington is NZD94.


1. Online application (Recommended)

You will require a Singpass to apply for a passport online. Please select the Singapore High Commission in Wellington as the collection centre if you wish to collect your passport from us.

Fee: SGD70.00, payable online using either:

  • Visa or MasterCard credit/debit card
  • American Express (AMEX) credit card
  • Internet direct debit (DBS/POSB, OCBC, UOB and Standard Chartered Bank internet banking accounts in Singapore)
  • PayNow

Documents required: Please have the following information ready when submitting the passport online application:

    • Applicant's Identity Card Number/Birth Certificate Number/Citizenship Certificate Number
    • Applicant's Passport Expiry Date
    • Applicant's recent passport-sized colour photograph (taken within the last three months) Your photo must follow ICA’s photo requirements here failing which your application will be delayed.

    Processing Time: Three to four weeks. ICA will notify you of the application outcome via email. You may check your application status here.

    Collection of your new passport: For successful applications, ICA will send your passports to the High Commission.  For identification and security reasons, ICA requires passports to be collected in person for the High Commission to do a face-to-face verification. Nonetheless, for Singaporeans based outside of Wellington and in view of the COVID-19 situation in New Zealand, the High Commission can offer you a face-to-face verification over Skype. We will reach out to you with the collection details when we have received your passports from ICA.  You are strongly encouraged to collect your passport within one month. Passports not collected after three months will be cancelled and no refund of the passport fee will be given.

    Note: From 1 January 2020, newborn Singapore Citizens will enjoy waiver of first passport application fee if:

    • Application is submitted on or before child's first birthday
    • The application is submitted via MyICA

    2. Application through the Singapore High Commission

    You are required to download (318.32KB) and complete the Singapore passport application form, and submit your completed form to us in person at 17 Kabul Street, Khandallah, Wellington 6035.

    Fee: NZD94, payable in cash or via internet banking to the Singapore High Commission. (Internet banking details will be provided to you when we receive your application)

     

    Documents required:

    • Completed application form and the required documents listed in the form
    • Original or photocopy of applicant’s current passport
    • A copy of applicant’s Singapore Identity Card/ Birth Certificate/ Citizenship Certificate
    • A copy of your current NZ visa
    • Applicant's recent passport-sized colour photograph (taken within the last three months). Your photo must follow ICA’s photo requirements here failing which your application will be delayed.

    Processing Time:  Four to six weeks from the receipt of your application and all necessary documents. You may email us at singhc_wlg@mfa.sg to check your application status if you have not heard from us after six weeks.

    Lost/Damaged passport

    If you have lost your passport, you must report the loss immediately to ICA with a police report or statutory declaration. The passport reported lost will be invalidated with immediate effect and can no longer be used for travelling even if recovered subsequently. If you recover your lost passport, you must surrender the said passport to ICA for cancellation in person within 14 days. Failure to surrender the recovered passport is an offence punishable by fine or imprisonment or both.

    You can report the loss or damaged of your passport online via ICA’s e-Service.

    Documents Required:

    For lost passport:

    • Details on how the passport was lost
    • Police report details

    For damaged passport:

    • Photos of the damaged passport

    Replacement fee: If your current passport is lost or damaged, an additional non-refundable fee of NZD59 is payable for the first replacement and NZD118 for each subsequent replacement. This is in addition to the passport application fee.

     

     

    Change of Particulars

    In compliance with the International requirements for biometric passports used for international travel, requests to change your personal data, for example: photograph update, name change, etc reflected on your biometric passport will not be allowed. You will be required to apply for a new passport, subjected to the usual passport fee, if you wish to have your new personal data reflected in your passport.

    For married female applicants, please be informed that ICA will use the name as entered in the National Registration Department in your new passport. If you would like your married name to be included in your new passport, you will need to (i) enclose a letter to advise how you would like your married name to appear in your new passport and (ii) provide a certified copy of your marriage certificate to support the name change.

     

    Passport Validity

    From 1 Oct 2021, Singapore passports issued for citizens aged 16 and above are valid for 10 years. The passport validity is 5 years for citizens below the age of 16. For the 5-year passports, the remaining validity from the previous passport, up to a maximum of 9 months, may be carried over to the renewed passport.     Generally, the international norm is that a passport must have at least six months' validity at the point of entry. This condition does not apply to Singapore citizens returning or entering Singapore. Notwithstanding the above, Singaporeans overseas travelling/transiting to foreign country/place are strongly advised to check with the relevant foreign authorities and ensure that they meet the entry requirements before embarking on their journey.
