From 18 December 2017, all Singapore Permanent Residence applications are to be submitted online through the Singapore Immigration and Checkpoints Authority (ICA) e-Service system at https://eservices.ica.gov.sg/esvclandingpage/epr. ICA will no longer accept applications over the counter.
