SINGAPORE’S EXPLANATION OF POSITION AFTER ADOPTION OF THE RESOLUTION ‘RIGHTS OF THE CHILD’ UNDER AGENDA ITEM 70: PROMOTION AND PROTECTION OF THE RIGHTS OF CHILDREN, DELIVERED BY FIRST SECRETARY DHIVYA RAJANDRAN, AT THE 78TH UNGA, 16 NOVEMBER 2023

16 Nov 2023

Mr Chair,

1 We want to express appreciation to Spain and Uruguay for their constructive engagement on this resolution. The theme this year of “Rights of the Child and the Digital Environment” is important, as the digital environment has become an integral part of children’s everyday lives and interaction. In this regard, we welcome the adoption of the resolution, and support its objective to promote and protect the rights and well-being of children.

2 Singapore has been a State Party to the Convention on the Rights of the Child since 1995. We take our obligations under the Convention seriously.

3 However, we wish to express our reservations on PP50 and PP52. While this resolution represents an effort of the international community to protect the rights and well-being of children, we need to recognise and take into account the different national contexts, and realities of Member States, and respect their national policies and priorities. This position is in line with Singapore’s declarations and reservations to the Convention.

4 Nevertheless, we have joined consensus on this resolution, as we are supportive of the resolution and its objectives.

I thank you, Mr Chair.
