SINGAPORE’S EXPLANATION OF VOTE AFTER THE VOTE ON L.23/REV.1 “DEVELOPMENTS IN THE FIELD OF INFORMATION AND TELECOMMUNICATIONS IN THE CONTEXT OF INTERNATIONAL SECURITY” AND L.73 “PROGRAMME OF ACTION (POA) TO ADVANCE RESPONSIBLE STATE BEHAVIOUR IN THE USE OF ICTS IN THE CONTEXT OF INTERNATIONAL SECURITY” AT THE 77TH UNITED NATIONS GENERAL ASSEMBLY FIRST COMMITTEE, 3 NOVEMBER 2022

Mr Chairman,

 

Singapore would like to explain its vote on two resolutions, namely L.23/Rev.1 entitled “Developments in the field of information and telecommunications in the context of international security” and   L.73 entitled “Programme of Action (PoA) to advance responsible State behaviour in the use of ICTs in the context of international security”.

 

2 As a delegation, Singapore is fully committed to the goal of achieving an open, secure, stable, accessible and peaceful ICT environment. At the same time, as all members of this Committee are aware, Ambassador Burhan Gafoor of Singapore is currently the Chair of the Open ended-working group on security of and in the use of ICTs 2021-2025 (OEWG), established pursuant to General Assembly resolution 75/240 adopted on 31 December 2020.  Taking into account the role played by Ambassador Gafoor as Chair of the OEWG, Singapore decided to abstain on these two resolutions in order to demonstrate a neutral, independent and balanced approach to both resolutions.
