STATEMENT BY SINGAPORE AT THE THIRD PREPARATORY MEETING TO THE THIRD CONFERENCE OF STATES PARTIES AND SIGNATORIES TO TREATIES ESTABLISHING NUCLEAR WEAPON FREE ZONES AND MONGOLIA 2015, NEW YORK, 7 MAY 2014

1                 At the outset, I join the speakers who spoke before me, to thank Indonesia, for the initiative, and the leadership, to chair the 3rd meeting to prepare for the third conference of state parties and signatories that establish nuclear weapon free zones and Mongolia, scheduled to be held in 2015, which will also be presided by Indonesia.

2                 Singapore supports the establishment of nuclear weapons free zones, which are concrete steps taken by non-nuclear weapons states to fulfil their obligations under Article VI of the Treaty.  Singapore is party to the Southeast Asia Nuclear Weapon-Free Zone Treaty (SEANWFZ), which entered into force in 1997.  The establishment of the Zone has played a critical role in the continued peace, stability and security in our region.  We remain committed to keep our Zone free of nuclear weapons.  We hope that all five Nuclear Weapon States will do the same and encourage them to sign the Protocol to the SEANWFZ without reservations as soon as possible.  We call on Nuclear-Weapon States to fulfil their obligations to achieve the objectives of the treaties to establish nuclear-weapon-free zones and their protocols and to avoid or remove any reservations or unilateral interpretative declarations that are incompatible with the object and purpose of such treaties.

 

 

3                 We also urge all relevant parties to work together constructively to expeditiously convene the Conference on the establishment of a Middle East zone free of nuclear weapons and all other weapons of mass destruction as mandated by the 2010 NPT Review Conference.
