          You are invited by the Government of the Republic of Singapore as represented by the Singapore High Commission of the Republic of Singapore in New Delhi, India, under the Ministry of Foreign Affairs of the Republic of Singapore, to participate in this Invitation to Tender (“ITT”) for Replacement of Bollards at the Singapore High Commission in New Delhi. 

 

2      This ITT contains the following:

3        The prescribed Form of Tender attached to this Covering Letter must be fully completed.

 

4        Your Tender Offer must be fully completed and submitted in accordance with this ITT. You are advised to read carefully all documents enclosed in this ITT before submitting your Tender Offer.

 

5        Interested tenderers should write to the appended contact persons to retrieve the tender documents from the High Commission before mandatory onsite briefing. Similarly, all enquiries regarding this ITT should be made in writing and directed to:

6        A mandatory onsite briefing and show-around will be conducted on Wednesday 20 March 2024 at 1000 hours (local time). Interested companies should email to Mr Kevin Liew and Mr Joseph Tang by Tuesday 19 March at 1200 noon (local time) to register your attendance for this compulsory briefing.

 

7        The closing date of this ITT is Monday 15 April 2024 at 1200 hours (local time).  The acceptance and award of the ITT will be at the sole discretion of the Singapore High Commission in accordance with this ITT. The Singapore High Commission does not bind itself to accept the lowest offer, or the whole or part of any offer.

 

8        All tender offers – one copy each of original and duplicate - must be delivered by hand in a sealed envelope addressed to Mr Kevin Liew, Counsellor (Admin & Consular) with the heading “ITT for Replacement of Bollards at the Singapore High Commission in New Delhi” by the given deadline as stipulated in paragraph 7. 

 

9        All costs or expenses incurred in the preparation and submission of the Tender proposal will be borne by the Contractors. 

 

10      The Tender will be evaluated based on the following criteria and weightage assigned:

The tenderer must be in possession of a valid company registration licence/certificate to undertake bollard systems installation/maintenance in Delhi / NCR region.

The tenderer must attend the compulsory site show around and briefing.

 

*Attendance at compulsory site briefing cum show-round. (If there is a lockdown by the government due to COVID-19 or equivalent outbreak, the physical briefing cum site show-round will be changed to a virtual briefing on either a Zoom or Webex platform)

The tenderer must have relevant track records demonstrating that they had provided the relevant services minimally for the past 5 continuous years.

The tenderer must have completed at least one similar contract at a value of at least Rs 1 Crore with a turnover of Rs 5 crores in one of the last 5 years. A certificate from a Chartered Accountant Firm must be attached with the tender proposal.

The tenderer must meet the minimum specifications for impact rated retractable bollards:

 

i. M30 P1 based on US ASTM F-2656

ii. Rev A “K4” based on US DOS SD-STD-02.01

iii. “V/7500-48/1” based on UK PAS 68

iv. “V/7200-48/1” based on IWA 14-1

11      The proposal offer shall remain valid for acceptance for a minimum period of ninety (90) days from the closing date of this ITT.
