To All Potential Contractors

INVITATION TO QUOTE (ITQ) FOR THE COMPREHENSIVE MAINTENANCE OF THE FIRE PROTECTION SYSTEM AT THE SINGAPORE HIGH COMMISSION (SHC) FOR A BASE PERIOD OF ONE (01) YEAR WITH AN OPTION TO EXTEND FOR ONE (1) YEAR

You are invited by the Government of the Republic of Singapore as represented by the Singapore High Commission of the Republic of Singapore in New Delhi, India, under the Ministry of Foreign Affairs of the Republic of Singapore to participate in this Invitation to Quote ("ITQ") for the comprehensive maintenance of the fire protection system at the Singapore High Commission in New Delhi for a base period of one (01) year with an option to extend for one year.

2        This ITQ contains the following:

  1. Conditions of Contract; and
  2. Requirement Specifications.

 

 

 

3        Your Quotation must be submitted in accordance with this ITQ. You are advised to read carefully all documents enclosed in this ITQ before submitting your Quotation.

4        Non-compliance with the submission mode as specified in this ITQ will result in an immediate disqualification from the ITQ exercise. All enquiries regarding this ITQ shall be made in writing via email and directed to:

5        A mandatory onsite briefing and show-around will be conducted on 12 January 2024, Friday, at 1400 hours (local time). Interested companies should email to Mr Mayank Sharma or Mr Joey Lim by 12 noon (local time) on 12 January 2024 to register your attendance for this compulsory briefing. Due to the recent insurgence of COVID-19, we could only permit one representative from each company to participate in the onsite briefing. If deemed necessary, the site briefing may be held at staggered timings to ensure safety and protection of the parties involved.

6        The closing date of this ITQ is 25 January 2024, Thursday, at 1600 hours  (local time). The acceptance and award of the ITQ will be at the sole discretion of the Singapore High Commission in accordance with this ITQ. The Singapore High Commission does not bind itself to accept the lowest offer, or the whole or part of any offer.

7        All quotation offers - one copy each of original and duplicate - must be delivered by hand in a sealed envelope addressed to Mr Joey Lim, Second Secretary (Admin & Consular) with the heading "Provision of Comprehensive Maintenance Contract for Fire Protection System" by the given deadline as stipulated in paragraph 6.


 

8        All costs or expenses incurred in the preparation and submission of the Quotation proposal will be borne by the Contractors.

9        The Quotation will be evaluated based on the following criteria and weight age assigned:

The Contractor must furnish a valid company registration certificate that shows at least 5 years of operation/experience in the manufacturing or maintenance of fire protection system.

The Contractor must either be the manufacturer or manufacturer's authorized dealer for the fire protection system. For the latter, the Contractor must produce valid manufacturer's authorized dealer certificate.

The Contractor must not be providing any maintenance services for the High Commission for two consecutive terms.

The Contractor must register under fire and safety works with GeM (Government e Marketplace). Proof of valid registration certificate with GeM must be attached.

10      The proposal offer shall remain valid for acceptance for a minimum period of three (03) months from the closing date of this ITQ.
