To All Potential Contractors

 

INVITATION TO QUOTE (ITQ) – MEDIA COVERAGE SERVICES FOR THE SINGAPORE HIGH COMMISSION IN NEW DELHI (SHC)

 

              You are invited by the Government of the Republic of Singapore as represented by the Singapore High Commission of the Republic of Singapore in New Delhi, India under the Ministry of Foreign Affairs of the Republic of Singapore, to participate in this Invitation to Quote (“ITQ”) for the provision of Media Coverage Services, for a base period of 12 months, tentatively from 07 December 2023 to 06 December 2024 (dates inclusive) with an option to extend for up to 07 December 2024 to 06 December 2025 (dates inclusive).

 

2            This ITQ contains the following:

               a) Requirement Specifications (Terms of Reference);

               b) Conditions of Contract;

               c) Instructions to Potential Suppliers;

               d) Non-Disclosure Agreement.

 

3            Your quotation must be submitted in accordance with this ITQ. You are advised to read carefully all documents enclosed in this ITQ before submitting your Quotation. Please provide the cost quotation for Product A and Product B in the ITQ separately.

 

4            All enquiries regarding this ITQ shall be made in writing via email and directed to the officers below. This includes requesting for the documents in Paragraph 2 above. Non-compliance with the submission mode as specified in this ITQ will result in an immediate disqualification from the ITQ exercise.

5            A non-mandatory online briefing will be conducted on 2 November 2023 at 1000 hours (local time). Interested companies should email to Mr Joseph Tang by 1 November 2023 at 1600 hours (local time) to register your attendance for the briefing.

 

6            The closing date of this ITQ is 10 November 2023 1200 hours (local time). The acceptance and award of the ITQ will be at the sole discretion of the Singapore High Commission in accordance with this ITQ. The Singapore High Commission does not bind itself to accept the lowest offer, or the whole or part of any offer.

 

7            All quotation offers – one copy each of the original and duplicate – must be delivered by hand in a sealed envelope addressed to Mr Joseph Tang with the heading “ITQ for the Daily Media Coverage for the Singapore High Commission” by the given deadline as stipulated in paragraph 6.

 

8            All costs or expenses incurred in the preparation and submission of the Quotation proposal will be borne by the Contractors.

 

9            The Quotation will be evaluated based on the following criteria and weightage assigned:

10          The proposal offer shall remain valid for acceptance for a minimum period of ninety (90) days from the closing date of this ITQ.
