If your passport is lost / stolen, you will need to do the following:

  1. Lodge a police report with the Indian authorities
  2. Get ready two passport-sized photographs. Instant photographs are acceptable.
  3. Contact the Singapore High Commission or Consulates.(Please bring along a copy of your police report and documentary proof of your Singapore citizenship and your identity, preferably with your photograph on it eg. Singapore Identification Card, Indian Driving licence etc

If you need to return to Singapore urgently and are not able to wait for a replacement passport, the Consular officer will be able to issue you a Document of Identity (DOI) once your identity has been verified. The DOI, in lieu of passport, will facilitate your return to Singapore only. To process your DOI, you must provide one passport-sized colour photograph and Rs 750 (subject to change) to the High Commission or nearest Consulate.

Passports reported lost cannot be used even if recovered subsequently. If you recover the lost passport after a new one has been issued to you, you must surrender the recovered passport to ICA, the Singapore High Commission or the nearest Consulate for cancellation within 14 days. Failure to surrender a recovered passport is an offence punishable by a fine not exceeding S$1,000 or imprisonment for a term not exceeding 6 months or both.

Upon being issued a DOI, you are required to to bring it to the Foreigners Regional Registration Office (FRRO) to receive an exit stamp. You will need to provide proof of address in Delhi and one passport-sized colour photograph to the FRRO for processing purposes. Travellers are not allowed to leave India without an exit stamp on their DOI. Exit visas are not issued on weekends or Indian Public Holidays.
