Singapore citizens who are overseas may apply for a COC online at https://eservices.police.gov.sg/content/policehubhome/homepage/certificate-of-clearance-hub.html.
The required documents, payment details (including the cost for mailing the COC to an overseas address) and other relevant details are also available on the website.

For Non-Singapore Citizens (Including Singapore Permanent Residents)
