Expression of Interest (EOI) for the Provision of Design Consultancy Services

EXPRESSION OF INTEREST (EOI)

 

The High Commission of the Republic of Singapore in London, United Kingdom invites interested companies to submit their Expression of Interest (EOI) for the provision of design consultancy services for the Renovation of No.2 Wilton Crescent and No.2 Kinnerton Street in Belgravia, London. Please see cover letter signed by the High Commissioner.

 

2 The renovation project involves 2 adjacent properties at No.2 Wilton Crescent and No.2 Kinnerton Street. The former is a Grade II listed property while the latter is an adjoining mews property. The intended scope for No.2 Wilton Crescent is for the renovation of the property to restore the existing internal configuration to its original state and refurbish existing space into a simple office and entertainment space on lower floors and residential fit-out in the upper floors. Given the stringent rules on Grade II listed properties, and the desire to limit party wall agreements to an absolute minimum, the design brief is for the internal re-configuration to avoid party wall agreements. The property at No.2 Kinnerton Street is to be renovated as a new consular services public office cum office space for related staff of the High Commission, including the conversion of existing garage space to a security guard room and the installation of a lift shaft for improved disability access. The services of the consultant are required to design the fit out of the 2 properties including mechanical, electrical, audio-visual, PABX, IT, UPS and *security works. The appointed consultant shall be responsible from the design, tender preparation, tendering for contractors, contract administration, project management for construction to project close out. The consultant shall also obtain all necessary authorities’ approvals for the premises.

 

* An integrated security system with CCTVs, magnetic door contact, motion detectors, intruder detection system with arming & disarming panels, access control system with readers & EM locks, X-ray machine, etc.

 

3        It is important to highlight that only companies who meet the following critical criteria would be shortlisted for the pre-qualification exercise:

 

  1. Companies must have an office based in London, United Kingdom and possess the valid operating licences issued by the relevant authorities in United Kingdom for the works;

 

  1. Companies must be cleared by Ministry of Foreign Affairs, Singapore; and

 

  1. Companies must have satisfactorily completed works of similar nature, including on Grade I and II listed properties, in the United Kingdom.

 

4        The evaluation criteria for the pre-qualification exercise would be:

 

  1. Financial Capacity (20%)
  2. Experience of Project Personnel (25%)
  3. Company Track Record of Projects of Similar Nature and Scale (40%)
  4. Manpower allocation and available resources (10%)
  5. Customer Satisfaction Certificates of Performed Works (5%)

 

5        The maximum number of companies who will be eligible to participate in the subsequent Tender Stage will be those who meet all the pre-qualifying criteria stated and who have submitted their qualifying documents by the closing date of this EOI.

 

6        The EOI documents can be requested by emailing the personnel listed in Para 8.

 

7        One “Original” set, One “Copy” and One CDrom of the EOI shall be submitted to the following address before Monday, 8 November 2021 at 1600 hrs (UK Time):

9        Companies who wish to seek extension to the specified Period of EOI shall submit their request via electronic mail to the email addresses stated under para 7 no later than 7 calendar days from the closing date, failing which we would have the discretion to disregard any such requests.
