Working Visit by Executive Secretary of the Comprehensive Nuclear-Test-Ban-Treaty Organisation Dr Robert Floyd, 24 to 27 March 2026
Executive Secretary of the Comprehensive Nuclear-Test-Ban Treaty Organisation (CTBTO) Dr Robert Floyd made a working visit to Singapore from 24 to 27 March 2026. This is the first visit by an Executive Secretary of the CTBTO to Singapore since the Organisation was established in 1996.
Dr Floyd called on Senior Minister of State in the Ministry of Education and the Ministry of Sustainability and the Environment Dr Janil Puthucheary on 25 March 2026. They discussed the contributions of the CTBTO’s International Monitoring System (IMS), which also assists in the detection of natural phenomena such as earthquakes and volcanic activity, beyond its core purpose of detecting nuclear explosions. Dr Floyd was also hosted to lunch by Minister for Foreign Affairs Dr Vivian Balakrishnan on 27 March 2026. Minister Balakrishnan reaffirmed the importance of the CTBTO’s core mission of working towards a world free of nuclear explosions, and the IMS’ role in the detection and verification of nuclear explosive tests.
Dr Floyd delivered a public lecture on “Science and Diplomacy for a Safer World: Three Decades of the CTBT” co-hosted by the Singapore Nuclear Research and Safety Institute and the S. Rajaratnam School of International Studies on 26 March 2026. He also visited the National Environment Agency’s radiation monitoring and laboratory facilities.
2026 marks the 30th anniversary of the opening for signature of the CTBT. Singapore ratified the CTBT on 10 November 2001 and continues to support efforts to bring the Treaty into force.
