Visit by Permanent Member of the Communist Party of Vietnam Central Committee Secretariat Tran Cam Tu to Singapore for the First Singapore-Vietnam Strategic Dialogue, 24 to 25 August 2026

Permanent Member of the Communist Party of Vietnam (CPV) Central Committee Secretariat Tran Cam Tu visited Singapore from 24 to 25 August 2026 to co-chair the inaugural Singapore-Vietnam Strategic Dialogue (SVSD) with Coordinating Minister for Public Services, Minister-in-charge of the Public Service and Minister for Defence Chan Chun Sing.

Permanent Member Tu was accompanied by Head of the CPV Central Committee Organisation Commission Nguyen Duy Ngoc, Head of the CPV Central Committee Policy and Strategy Commission Nguyen Thanh Nghi, President of the Ho Chi Minh Academy Doan Minh Huan, Minister of Foreign Affairs Le Hoai Trung, and Minister of Science and Technology Vu Hai Quan. The Singapore Ministerial delegation comprised Coordinating Minister for Public Services, Minister-in-charge of the Public Service and Minister for Defence Chan Chun Sing, Minister for Foreign Affairs Vivian Balakrishnan, Minister for Digital Development and Information Josephine Teo, Senior Minister of State for Education and Sustainability and the Environment Dr Janil Puthucheary, and Minister of State for Defence Desmond Choo.

The SVSD is a new high-level platform for political leaders and senior officials from Singapore and Vietnam to engage in closer exchanges on issues of mutual concern and interest.  The two delegations exchanged views on governance and public administration, and ways to work together amidst rapid technological developments. Both sides agreed to step up cooperation in human resource development, education and exchanges at all levels, as well as to explore enhancing collaboration in science and technology, connectivity and digital governance.

SVSD co-chairs Minister Chan and Permanent Member Tu also witnessed the exchange of the Agreement between the Ministry of Foreign Affairs of Singapore and Ministry of Foreign Affairs of Vietnam on the Study Visit Programme and Executive Education Programme for Senior CPV Officials, and the Joint Statement on the Singapore-Vietnam Technology Connectivity Strategy.

Permanent Member Tu called on President Tharman Shanmugaratnam and Prime Minister and Minister for Finance Lawrence Wong, as well as met with Senior Minister, Coordinating Minister for National Security and Minister for Home Affairs K Shanmugam during this visit. They reaffirmed the excellent state of bilateral relations and cooperation, underpinned by strong economic, cultural, and people-to-people ties. They agreed that the SVSD builds on the upgrade of bilateral relations to a Comprehensive Strategic Partnership in March 2025 and contributes to building greater political trust.
