Presentation of Credentials Ceremony, 28 April 2026
The following foreign Heads of Mission presented their credentials to President Tharman Shanmugaratnam in separate ceremonies at the Istana today:

Ambassador Uyanga Ganbold is a career diplomat with over 20 years of experience in public service. She has served at the Ministry of Defence and the Ministry of Foreign Affairs of Mongolia, including in the Policy Planning, Monitoring and Evaluation Department, the Trade and Economic Cooperation Department, and the Americas and Middle East Department. She has also lived and worked in China, Japan, Singapore, and Türkiye. Prior to her appointment as Ambassador of Mongolia to Singapore, she served as Counsellor at the Embassy of Mongolia in Singapore.
Ambassador Uyanga holds a Bachelor of Law from the Mongolian National Intelligence University, a Master of Business Administration from the International University of Japan, and a Doctorate in National Security from the Mongolian National Defence University.

Ambassador Ermal Muça is concurrently Ambassador of the Republic of Albania to Japan since October 2024. Prior to his appointment, Ambassador Muça served as Albania’s Ambassador to Canada (2016-2024) with concurrent accreditation as Permanent Representative of the Republic of Albania to the International Civil Aviation Organization (ICAO). He was also Dean of the Diplomatic Corps (2023-2024).
Ambassador Muça joined the Albanian Foreign Service in 2002 and subsequently served as First Secretary and Counsellor at the Embassy of the Republic of Albania to Türkiye (2005-2009), Consul General in Istanbul (2009-2014), Albania’s Representative at the Black Sea Economic Cooperation (BSEC) (2010-2014), and Director of State Protocol (2014–2016).
Ambassador Muça holds a Bachelor’s degree in International Relations from Istanbul University. He has been awarded the Cross of Commander “Pro Merito Melitensi” of the Sovereign Order of Malta.
Ambassador Muça is married to Mrs. Alma Muça and they have three children.

Ambassador Hreinn Pálsson is concurrently Ambassador of Iceland to Japan and the Philippines.
Prior to his appointments, Ambassador Pálsson served as Director General and Head of Human Resources at the Icelandic Ministry for Foreign Affairs (2021 – 2025). Ambassador Pálsson was previously the Deputy Chief of Mission at Iceland’s Embassy in Washington, D.C. (2017 – 2021) and at Iceland’s Embassy in Moscow (2013 – 2017). He was Consul General in Shanghai (2009 – 2011) and Commissioner General for Iceland’s participation at EXPO 2010 in Shanghai. Ambassador Pálsson was also the Director of the Translation Centre at the Icelandic Ministry for Foreign Affairs (2011 – 2013).
Ambassador Pálsson holds a Master’s degree in International Studies (Diplomacy) from the University of Birmingham and a Bachelor’s degree in Political Science from Louisiana State University. He has also completed a certificate in Human Resources at Duke University.
