MFA Press Statement: Appointment of Singapore's Non-Resident High Commissioner to the People's Republic of Bangladesh (25 January 2012)

The Government has appointed Mr Chan Heng Wing as Singapore's next High Commissioner to the People's Republic of Bangladesh. He will be resident in Singapore.

Mr Chan completed his early education at Raffles Institution. He graduated from the then University of Singapore with Bachelor of Arts (Honours) and Master of Arts in 1969 and 1974 respectively. He obtained a Master of Science in Journalism from the Columbia Graduate School of Journalism, USA in 1974.

Mr Chan began his career as a TV journalist in Singapore hosting panel discussions and interview programmes. As an Executive Producer, he produced documentaries and current affairs programmes. He won several television awards including the Transtel Prize from Germany in 1977 and was awarded the Public Administration Medal (Silver) in 1980.

Mr Chan joined the Ministry of Foreign Affairs in 1981. He worked with the Ministry of Communications and Information (MCI) from 1985 to 1988 and was the Press Secretary to Prime Minister Goh Chok Tong between 1990 and 1997. From 1993 to 1997, he was concurrently the Director of the Media Division in the Ministry of Information and the Arts (MITA).

In the Ministry of Foreign Affairs, Mr Chan served in Singapore's Permanent Mission to the United Nations in New York from 1981 to 1985. He was Director of International Organisations and Socialist Countries from 1989 to 1990. In 1997, he was appointed Commissioner to Hong Kong, and was subsequently re-designated as Consul-General after Hong Kong's return to China. He was appointed as Singapore's Ambassador to the Kingdom of Thailand from January 2002 to October 2005 and Consul-General to Shanghai from December 2005 to March 2008 when he retired.

Upon his retirement, Mr Chan joined Temasek Holdings as its Chief Representative in China until he returned to Singapore in July 2010 to hold the appointment of Managing Director for International Relations at Temasek International until October 2011.

MR CHAN HENG WING

Mr Chan Heng Wing (陈 庆 荣) was the Managing Director for International Relations at Temasek International from July 2010 to October 2011, when he retired from the company.

Mr Chan was born in Singapore in 1946 and was educated at the University of Singapore where he obtained his Bachelor of Arts degree in 1969 and Master of Arts degree in 1974. He was sent by Radio and Television Singapore to the Columbia Graduate School of Journalism in New York where he obtained a Master of Science in Journalism in 1974 and won the Henry N Taylor Award.

Mr Chan began his career as a TV journalist in Singapore hosting panel discussions and interview programmes and as an Executive Producer producing documentaries and current affairs programmes. He won several television awards including the Transtel Prize from Germany in 1977. For his work in Radio and Television Singapore, he was awarded the Public Administration Medal (Silver) in 1980.

Mr Chan joined the Ministry of Foreign Affairs in 1981. He was seconded from the Ministry of Foreign Affairs on two special assignments for nearly ten years. He worked with the Ministry of Communications and Information (MCI) from 1985 to 1988 and with the Prime Minister's Office and the Ministry of Information and the Arts (MITA) from 1990 to 1997. He was the Press Secretary to Prime Minister Goh Chok Tong between 1990 and 1997. Within the period 1993 to 1997, he was concurrently the Director of the Media Division in the Ministry of Information and the Arts.

Mr Chan served as Counsellor in Singapore's Permanent Mission to the United Nations in New York from 1981 to 1985. He was also the Director of the Policy, Planning and Analysis Directorate responsible for the Soviet Union, China, Eastern Europe and International Organisations from 1988 to 1990. He was appointed Singapore's Commissioner to Hong Kong in March 1997 and was re-designated as Singapore's Consul-General to the Hong Kong and Macau Special Administrative Regions of China between 1997 and 2001 following the return of Hong Kong to China on 1 July 1997. He was Singapore's Ambassador to the Kingdom of Thailand from January 2002 to October 2005 and Consul-General to Shanghai from December 2005 to March 2008.

He retired from the Foreign Service in Shanghai and was employed by Temasek Holdings as its Chief Representative in China in March 2008.
