Dear President Rousseff,
I was deeply saddened to learn of the floods which hit the Serrana region north of Rio de Janeiro on 13 January 2011, causing terrible destruction and great loss of life. On behalf of the people and Government of Singapore, I would like to convey our deepest condolences to all Brazilians affected by the floods.
I am confident that under your able and steadfast leadership, rescue and reconstruction efforts will be swift and Brazil will recover from this unfortunate disaster.
