Appointment of Ambassador to the Kingdom of Belgium With Concurrent Accreditation to the European Union, Grand Duchy Of Luxembourg and Kingdom of the Netherlands and Non-Resident High Commissioner to the Republic of Rwanda

The Government has appointed Mr Lim Hong Huai as Singapore’s Ambassador to the Kingdom of Belgium, concurrently accredited to the European Union, Grand Duchy of Luxembourg and Kingdom of the Netherlands, and Mr Jaspal Singh as Singapore’s Non-Resident High Commissioner to the Republic of Rwanda.

  Mr Lim Hong Huai was Singapore’s High Commissioner to Brunei Darussalam from March 2016 to November 2020. Prior to this, he was Director-General of the Southeast Asia I Directorate.

  Mr Lim joined the Singapore Foreign Service in 1994. He has served in various capacities in the Ministry of Foreign Affairs covering the Middle East, Americas, International Organisations and Southeast Asia. He has also served at the Singapore Consulate-General in Johor Bahru, the Singapore Embassy in Jakarta, and the Singapore Embassy in Washington DC.

  Mr Lim graduated with a Bachelor of Laws (Honours) from the National University of Singapore in 1994. He obtained a Masters of Laws from Harvard University, United States of America in 2005. He is married to Mrs Lim Lay Keng May and they have a son.

  Mr Jaspal Singh is a former Colombo Plan scholar who served in the Singapore Government Administrative Service from 1978 to 2004.  During his time in Public Service, he held several senior appointments, including Deputy Secretary in the Ministries of Finance and Transport. He is currently Adjunct Senior Research Fellow at the Institute of Policy Studies. 

  From 2004 to 2018, Mr Singh was based in London where he served as CEO ComfortDelGro (UK & Ireland). 

  Mr Singh holds a Bachelor of Arts (Economics) and a Bachelor of Engineering (Industrial Engineering) (Honours) from the University of Newcastle, Australia. He is also an alumnus of Harvard, where he attended the Advanced Management Program at Harvard Business School, and obtaineda Master in Public Administration from the Kennedy School of Government.

Mr Singh was awarded the Public Administration Medal (Silver) in 1998.

In the Ministry’s Headquarters, Mr Lim served in various capacities on issues covering Middle East, Americas, International Organisations and Southeast Asia. He had also served as Consul-General at the Singapore Consulate-General in Johor Bahru from 2010 to 2013, Deputy Chief of Mission at the Singapore Embassy in Jakarta from 2006 to 2010, and First Secretary at the Singapore Embassy in Washington from 1996 to 1999.

  Mr Lim graduated with a Bachelor of Laws, Second Class Honours from the National University of Singapore in 1994. He obtained a Masters of Laws from Harvard University, United States of America in 2005.

  Mr Lim is married to Mrs Lim Lay Keng May and they have a son.

MR JASPAL SINGH

NON-RESIDENT HIGH COMMISSIONER

TO THE REPUBLIC OF RWANDA

  Mr Jaspal Singh is currently Adjunct Senior Research Fellow at the Institute of Policy Studies of the Lee Kuan Yew School of Public Policy.

  A former Colombo Plan scholar, he served in the Singapore Government Administrative Service from 1978 to 2004.  During this time, he held several senior appointments, including Deputy Secretary in the Ministries of Finance and Transport. Mr Singh also held various directorships on Statutory Boards and Government-linked companies.

  From 2004 to 2018, Mr Singh was based in London where he served as CEO ComfortDelGro (UK & Ireland). In this capacity, he was concurrently CEO of Metroline Ltd, London’s second largest public bus operator, and CEO CityFleet Networks Ltd, one of the UK’s largest taxi and private hire operators.

  Mr Singh holds a Bachelor of Arts (Economics) and a Bachelor of Engineering (Industrial Engineering) (First Class) from the University of Newcastle, Australia. He is also an alumnus of Harvard, where he earned a Master in Public Administration from the Kennedy School of Government in 1985 and attended the Advanced Management Program at Harvard Business School in 2003.  He was awarded the Public Administration Medal (Silver) in 1998.
