Minister for Foreign Affairs Dr Vivian Balakrishnan has written to Philippine Secretary of Foreign Affairs Teodoro L. Locsin Jr to extend condolences over the casualties caused by Tropical Depression Usman, which struck the Philippines.
In his letter, Minister Balakrishnan conveyed Singapore’s offer to assist the Philippines in the ongoing relief efforts.

Dear Secretary Locsin,
Please accept my heartfelt condolences on the loss of lives and devastation caused by Tropical Depression Usman, which struck the Philippines on 29 December 2018. I am deeply saddened that many families have lost their homes and livelihoods.
Singapore stands ready to provide any assistance the Philippines may need in the ongoing relief efforts. Please do not hesitate to let us know if we can be of any help. Our thoughts are with the people of the Philippines during this difficult time.
