Official Visit of His Excellency To Lam, General Secretary of the Communist Party of Vietnam of the Socialist Republic of Vietnam, 11 to 13 March 2025

          His Excellency To Lam, General Secretary of the Communist Party of Vietnam of the Socialist Republic of Vietnam, is in Singapore for an Official Visit.

 

          General Secretary Lam received a ceremonial welcome at Parliament House this morning. He met Prime Minister and Minister for Finance Lawrence Wong, who also hosted an Official Lunch in his honour. Both leaders reaffirmed the excellent bilateral relations, underpinned by regular high-level exchanges and strong economic linkages. General Secretary Lam and Prime Minister Wong announced the upgrade of bilateral relations to a Comprehensive Strategic Partnership, which highlights Singapore and Vietnam’s commitment to deepening cooperation in emerging areas, including the digital economy, renewable energy, and carbon credits. General Secretary Lam and Prime Minister Wong agreed on the importance of these bilateral efforts and how they could contribute to regional initiatives, such as the ASEAN Digital Economy Framework Agreement and the ASEAN Power Grid. They also witnessed the exchange of Memoranda of Understanding and agreements related to combatting transnational crime, digital transformation, offshore wind power trade cooperation, and the development of Vietnam–Singapore Industrial Parks (VSIPs).

 

          During General Secretary Lam’s call on President Tharman Shanmugaratnam, the leaders reaffirmed the warm and longstanding ties between Singapore and Vietnam. They discussed ways to strengthen cooperation in green and digital economies, and to realise the ASEAN Power Grid. Both leaders recognised the complementary nature of Singapore and Vietnam’s economies, and agreed that both countries should work together for the growth and prosperity of ASEAN and the region.

 

          General Secretary Lam met Senior Minister Lee Hsien Loong and exchanged views on global and regional issues of mutual concern. They also welcomed opportunities to further strengthen bilateral cooperation in areas such as science and technology and renewable energy. General Secretary Lam also met Speaker of Parliament Seah Kian Peng, where they reaffirmed the strong bilateral relations and looked forward to strengthening inter-parliamentary exchanges between Singapore and Vietnam.

 

          General Secretary Lam delivered a policy lecture titled “Vietnam’s Policy for Scientific and Technological Development, Innovation, and National Digital Transformation in a New Era: Opportunities for Vietnam–Singapore Cooperation” at the Lee Kuan Yew School of Public Policy, chaired by Senior Minister and Coordinating Minister for National Security Teo Chee Hean.

 

          A new orchid hybrid, Papilionanda To Lam Linh Ly, was named in honour of General Secretary Lam, Mdm Ngo Phuong Ly, and their daughter.
