Minister for Foreign Affairs Dr Vivian Balakrishnan's Interview with Le Figaro

Vivian Balakrishnan: “For the US, China is a bigger challenge than the USSR” [unofficial translation]

INTERVIEW - A global hub in Southeast Asia, Singapore is concerned about the escalation of tensions between Washington and Beijing. Its Minister for Foreign Affairs calls for a new balance between the two leading world powers.

LE FIGARO. - Do you fear an escalation of tensions between China and the US?

Vivian BALAKRISHNAN. - I am very concerned. The relationship between the US and China is the most important geopolitical variable that we are all confronted with. Today, the strategic challenge that China represents for the US far exceeds that of the USSR, even at the height of the Cold War. I think that for the first time in history, the US is facing a competitor of the same calibre. And the question for all of us is how Washington and Beijing will be able to achieve a new modus vivendi. If they do not, then much of the prosperity and peace that we have enjoyed so far will be threatened. Even if they achieve it at a minimum level, escalating tensions will lead to slower growth, increasing the risks. And all this will come at a cost. This means that the next two decades will be crucial, potentially dangerous and disruptive.

Should we fear an open military conflict?

I think we should always try to face reality. I have to worry about the parallels between the current situation and that of the late 19^th century. It was then a golden age for trade, but it was also an era of globalisation, technological progress, an era of empires, and great inequalities. The UK was at the head of an empire on which the sun never set, in a face-off with Germany which was an emerging power in Europe. No one in their right minds wanted a conflict back then. Yet we ended up having two world wars in the first half of the 20^th century.

Is China trying to change the status quo?

We have now reached a moment in history when you have a power that has accumulated enough strength to say, “We need to adapt the rules, because there is a new balance of power.” For a large part of the last seventy-five years, there was only one superpower, whose global share of GDP at the end of World War II was probably around 40 per cent. And fortunately, America exercised this power in an enlightened manner, by establishing a world order based on international law, from which we have all benefited, particularly China. But if you look at current trends, this unipolar era is now coming to an end. Whether we like it or not, we are moving towards a multipolar world. We need to understand these changes and set about updating the global operating system. We hope that all major stakeholders, the US, China, Europe and the rest of the world, will be able to install a new software. If we can do this, then we will begin a new golden age. If we do it badly, then we will live through turbulent and difficult times.

Has Southeast Asia become the battlefield of this new competition?

I wouldn't define Southeast Asia as a battlefield, but rather as an arena of opportunity. I would politely remind both powers that they both have significant opportunities in Southeast Asia, which has become China’s largest trading partner. The US has more investments in the region than in China, South Korea, Japan and India combined. I would also remind them that trying to turn us into vassal states or to force us to choose a side would not be very wise.

Do you wish to have a long-term American presence in Asia?

I don’t think there is any doubt that we all want America to remain firmly and sustainably engaged in this part of the world. Even if we are transitioning to a multipolar world, American leadership is still necessary.

What do you expect from the Biden Administration?

It needs to devise an appropriate strategy to both compete and cooperate with China, and explore opportunities to do much more in Southeast Asia, because it is still a young region, where GDP will continue to grow for at least two decades, and which will be a key partner for China and the US.

Are you worried about tensions in the South China Sea?

Singapore has no territorial claims in these waters, but we do have interests there. We need peace and stability in the South China Sea, where $5 trillion worth of trade passes through. Any increase in perceived or real risk will have an immediate impact on our economy. I think it is essential that all parties maintain close communication and make clear what their real red lines are in order to prevent conflict. Freedom of navigation is essential, as is the ability to resolve disputes on the basis of international law. This is the foundation on which globalisation is built.

Is it possible to integrate China into the global system?

If you avoid the trap of ideology, the rise of China over the last forty years is an inescapable fact. Whether you like it or not, you have to accept it. Should this giant be isolated or contained? Our view is that it is better if it is integrated. The problem is that we have not given China enough room in the global arena, in the big Bretton Woods institutions like the IMF, in relation to its influence. Today it accounts for 16% of the world’s GDP, much more than when it joined the WTO in 2001. If you do not make these adjustments, then they will take place by other means, outside of these established rules. And this is when you start to have a bifurcation of the world. If you think that China’s accession to the WTO will magically transform its economy and then even more magically transform its political system, this is wishful thinking. On the other hand, the belief that China is only acting out of pride and that it can ignore the rest of the world is excessive.

What lessons has Singapore learnt from the pandemic? Is this a crisis of globalisation?

COVID-19 has been a catalyst, an accelerator of global trends. While it does not fundamentally change history, it is accelerating it. The world is undergoing a technological revolution. We are on the verge of a golden age of digital technology that can be compared to the industrial revolution of the 19^th century, which was then marked by social and political inequalities and revolts. There are parallels with what we are experiencing today. We are witnessing a rejection of globalisation that is stoked by politicians with ultra-nationalist tendencies. But a long-term political response exists, which consists of creating jobs and opportunities in the age of the digital revolution. Our strategy is to be at the forefront of these transformations, and to attract talent from around the world to stimulate our digital economy.

ENTRETIEN - Carrefour de la mondialisation en Asie du Sud-Est, Singapour s’inquiète de l’escalade des tensions entre Washington et Pékin. Son ministre des Affaires étrangères appelle à un nouvel équilibre entre les deux premières puissances mondiales.

LE FIGARO. - Craignez-vous une escalade entre la Chine et les États-Unis ?

Vivian BALAKRISHNAN. - Je suis très inquiet, la relation entre les États-Unis et la Chine est la variable géopolitique la plus importante à laquelle nous sommes tous confrontés. Aujourd’hui, le défi stratégique que la Chine représente pour les États-Unis dépasse de loin celui de l’URSS, même au plus fort de la guerre froide. Je pense que, pour la première fois dans l’histoire, les États-Unis sont confrontés à un concurrent du même calibre. Et la question pour nous tous est de savoir comment Washington et Pékin parviendront à un nouveau modus vivendi. S’ils ne le font pas, alors une grande partie de la prospérité et de la paix dont nous avons bénéficié sera menacée. Même s’ils y parviennent à un niveau minimal, l’escalade des tensions entraînera un ralentissement de la croissance, augmentant les risques. Et tout cela aura un coût. Cela signifie donc que les deux prochaines décennies seront cruciales, potentiellement dangereuses et disruptives.

Devons-nous craindre un conflit militaire ouvert ?

Je pense que nous devons toujours essayer de regarder la réalité en face. Je dois m’inquiéter des parallèles entre la situation actuelle et celle de la fin du XIX^e siècle. Ce fut alors un âge d’or pour le commerce, mais aussi une ère de mondialisation, de progrès technologique, une ère des empires, et de grandes inégalités. Le Royaume-Uni était à la tête d’un empire sur lequel le soleil ne se couchait jamais, et faisait face à l’Allemagne qui émergeait en Europe. Et personne, sain d’esprit, ne voulait de conflit. Pourtant, nous avons eu deux guerres mondiales dans la première moitié du XX^e siècle.

La Chine tente-t-elle de changer le statu quo ?

Nous sommes à un moment de l’histoire où vous avez une puissance qui a accumulé suffisamment de forces pour pouvoir dire « nous devons ajuster les règles, car il y a un nouvel équilibre des forces ». Pendant l’essentiel des soixante-quinze dernières années, il n’y avait qu’une seule hyperpuissance, dont la part mondiale du PIB, à la fin de la Seconde Guerre mondiale, était probablement d’environ 40 %. Et heureusement, l’Amérique a exercé ce pouvoir d’une manière éclairée, en établissant un ordre mondial basé sur le droit international et dont nous en avons tous bénéficié, au premier chef la Chine. Mais si vous regardez les tendances actuelles, cet âge unipolaire va prendre fin. Que cela nous plaise ou non, nous nous dirigeons vers un monde multipolaire. Nous devons comprendre ces changements et entreprendre une mise à jour du système d’exploitation mondial. Nous espérons que toutes les parties prenantes majeures, États-Unis, Chine, Europe et le reste du monde pourront établir un nouveau logiciel. Si nous y arrivons, alors nous ouvrirons un nouvel âge d’or. Si nous le faisons mal, alors nous vivrons une période agitée et difficile.

L’Asie du Sud-Est est-elle devenue le champ de bataille de cette nouvelle compétition ?

Je ne définirais pas l’Asie du Sud-Est comme un champ de bataille, mais une arène d’opportunités. Je rappellerais poliment aux deux puissances qu’elles ont toutes les deux des opportunités importantes en Asie du Sud-Est, qui est devenu le premier partenaire commercial de la Chine. Les États-Unis y ont plus d’investissement qu’en Chine, en Corée du Sud, au Japon et en Inde réunis. Je leur rappellerai également qu’essayer de nous transformer en vassaux ou de nous forcer à choisir un camp ne serait pas très sage.

Souhaitez-vous une présence durable de l’Amérique en Asie ?

Je ne pense pas qu’il y ait de doute que nous voulons tous que l’Amérique reste fermement et durablement engagée dans cette partie du monde. Même si nous faisons cette transition vers un monde multipolaire, le leadership américain est toujours nécessaire.

Qu’attendez-vous de l’Administration Biden ?

Elle doit concevoir une stratégie appropriée pour à la fois rivaliser et coopérer avec la Chine, et explorer les opportunités pour faire beaucoup plus en Asie du Sud-Est, car c’est une région qui reste encore jeune, où le PIB continuera de croître pendant au moins deux décennies, et sera un partenaire majeur de la Chine et des États-Unis.

Êtes-vous inquiet des tensions en mer de Chine du Sud ?

Singapour n’a pas de revendications sur ces eaux, mais nous y avons des intérêts. Nous avons besoin de paix et de stabilité en mer de Chine méridionale, où transitent 5 trillions de dollars d’échanges commerciaux. Et toute augmentation du risque perçu ou réel aura un impact immédiat sur notre économie. Je pense qu’il est essentiel que toutes les parties maintiennent des communications étroites, et fassent comprendre quelles sont leurs vraies lignes rouges pour prévenir un conflit. La liberté de navigation est essentielle ainsi que la capacité à régler les désaccords en se fondant sur le droit international. C’est la base sur laquelle repose la mondialisation.

Est-il possible d’intégrer la Chine dans le système mondial ?

Si vous évitez le piège de l’idéologie, l’essor de la Chine au cours des quarante dernières années est un fait incontournable. Que cela vous plaise ou non, il faut l’accepter. Faut-il essayer d’isoler ou de contenir ce géant? Notre avis est qu’il vaut mieux qu’il soit intégré. Le problème est que nous n’avons pas donné assez de place à la Chine dans l’arène mondiale, dans les grandes institutions issues de Brettons Woods, comme le FMI, au regard de son poids. Aujourd’hui, elle pèse 16 % du PIB mondial, bien plus que lorsqu’elle a rejoint l’OMC en 2001. Si vous ne faites pas ces ajustements, alors ils auront lieu autrement, en dehors de ces règles établies. Et c’est à ce moment-là que vous commencez à faire face à une bifurcation du monde. Si vous pensez que l’adhésion de la Chine à l’OMC transformera par magie son économie, puis encore plus magiquement son système politique, c’est un vœu pieux. D’un autre côté, croire que la Chine n’agit qu’avec orgueil et qu’elle peut ignorer le reste du monde est excessif.

Quelles leçons tire Singapour de la pandémie ? Est-ce une crise de la mondialisation ?

Le Covid-19 a été un catalyseur, un accélérateur des tendances mondiales. Il ne change pas fondamentalement l’histoire, mais il l’accélère. Le monde connaît une révolution technologique. Nous sommes à l’orée d’un âge d’or du digital comparable à la révolution industrielle au XIX^e siècle, qui fut marquée par des inégalités et des révoltes sociales et politiques. Il y a des parallèles avec ce que nous vivons aujourd’hui. On assiste à des rejets de la mondialisation, attisés par des politiciens adoptant des lignes ultranationalistes. Mais il existe une réponse politique à long terme, qui est de créer des emplois et des opportunités à l’âge de la révolution digitale. Notre stratégie est d’être à la pointe de ces transformations, et d’attirer les talents du monde entier pour doper notre économie digitale.
