Appointment of High Commissioner to the United Kingdom and Non-Resident Ambassador to the Argentine Republic

The Government has appointed Mr Lim Thuan Kuan as Singapore’s next High Commissioner to the United Kingdom, and Dr Leong Horn Kee as Singapore’s Non-Resident Ambassador to the Argentine Republic.

 

 

Mr Lim Thuan Kuan was High Commissioner to the Republic of India from August 2013 to July 2020. He was concurrently Ambassador to the Kingdom of Bhutan and Ambassador to the Federal Democratic Republic of Nepal, resident in India.

 

 

Mr Lim joined the Singapore Foreign Service in 1984. He has served in various capacities in the Ministry of Foreign Affairs, covering Southeast Asia, South Asia and Sub-Saharan Africa, Middle East, North Africa and Central Asia, Americas and ASEAN. He was the Permanent Representative of Singapore to ASEAN from 2009 to 2013, Ambassador to the Socialist Republic of Vietnam from 2005 to 2008, Counsellor at the Singapore Embassy in Washington from 1992 to 1996, and First Secretary at the Singapore Embassy in Jakarta from 1987 to 1990.

 

 

Mr Lim graduated from the National University of Singapore with a Bachelor of Laws. He obtained a Master of Arts in Area Studies on South East Asia from the School of Oriental and African Studies at the University of London, United Kingdom, under the Raffles Scholarship. Mr Lim was awarded the Public Administration Medal (Silver) and the Long Service Medal in 2007.

 

 

Dr Leong Horn Kee has served as Singapore's Non-Resident High Commissioner to Cyprus since 2014. He was formerly Singapore’s Non-Resident Ambassador to the United Mexican States from 2006 to 2013.

 

 

Dr Leong is presently Chairman of CapitalCorp Partners Private Limited. He also serves as Chairman and holds directorships in several private organisations.

 

 

Dr Leong was a former Member of Parliament from 1984 to 2006. Prior to this, he was in Singapore’s Administrative Service from 1977 to 1983, with stints in the Ministry of Finance and Ministry of Trade and Industry.

 

 

Dr Leong graduated with a Bachelor of Technology from Loughborough University of Technology, United Kingdom. He also holds a Bachelor of Science in Economics from London University, United Kingdom; a Bachelor of Arts (Chinese Language and Literature) from Beijing Normal University, China; and a Master of Business Research and a Doctorate of Business Administration from University of Western Australia, Australia.

LIM THUAN KUAN

HIGH COMMISSIONER TO THE UNITED KINGDOM

 

           The Government has appointed Mr Lim Thuan Kuan as the next High Commissioner to the United Kingdom. He will be concurrently accredited to Ireland and Iceland.

 

           Mr Lim was High Commissioner to the Republic of India from August 2013 to July 2020. He was concurrently Ambassador to the Kingdom of Bhutan and Ambassador to the Federal Democratic Republic of Nepal, resident in India.

 

           Mr Lim joined the Singapore Foreign Service in August 1984. In the Ministry’s Headquarters, Mr Lim served in various capacities on issues covering Southeast Asia, South Asia and Sub-Saharan Africa, Middle East, North Africa and Central Asia, Americas and ASEAN. He also served as Singapore’s Permanent Representative to ASEAN from February 2009 to July 2013, Singapore’s Ambassador to the Socialist Republic of Vietnam from November 2005 to December 2008, First Secretary and later Counsellor at the Singapore Embassy in Washington from December 1992 to March 1996 and First Secretary at the Singapore Embassy in Jakarta from September 1987 to June 1990.

 

           Mr Lim graduated from the National University of Singapore with a Bachelor of Laws, Second Class Honours, in 1984. He obtained a Master of Arts in Area Studies on South East Asia from the School of Oriental and African Studies at the University of London, United Kingdom in 1997 under a Raffles Scholarship.

LEONG HORN KEE

NON-RESIDENT AMBASSADOR TO THE ARGENTINE REPUBLIC

 

          Dr Leong Horn Kee is Chairman of CapitalCorp Partners Private Limited. He is also Non-Resident High Commissioner to Cyprus, since July 2014.

 

          He serves as Chairman of HLU Holdings Pte Ltd, 3dsense Media School Pte Ltd, SPH Reit Management Pte Ltd, BJ Development Pte Ltd and CSC Holdings Ltd. He also holds directorships in IGG Ltd, SAC Capital Pte Ltd, SAC Investment Management Pte Ltd and ESR Funds Management (S) Limited.

 

          Dr Leong was a former Member of Parliament from 1984 to 2006. Prior to this, he was in the Administrative Service from 1977 to 1983, with stints in the Ministry of Finance and Ministry of Trade and Industry. He was Vice President of Transtech Ventures Ltd from 1987 to 1989, Director of N.M. Rothschild & Sons (S) Pte Ltd from 1989 to 1992, Executive Director/COO of Far East Organisation (FEO) from 1993 to 2008. At FEO, he served as CEO/MD of Orchard Parade Holdings from 1993 to 1999 and CEO/MD of Yeo Hiap Seng from 1999 to 2002. He was Non-Resident Ambassador to the United Mexican States from 2006 to 2013.
