MFA Press Statement: Appointment of Non-Resident Ambassador to the Republic of Austria and Non-Resident High Commissioner to the People's Republic of Bangladesh

        The Government has appointed Mr Chan Heng Wing as Singapore’s Ambassador to the Republic of Austria, and Mr Derek Loh Eu-Tse as Singapore’s High Commissioner to the People’s Republic of Bangladesh.  Mr Chan and Mr Loh will be resident in Singapore.

        Mr Chan Heng Wing is currently Singapore’s Non-Resident High Commissioner to the People’s Republic of Bangladesh, a post he assumed in March 2012.  He was Singapore’s Consul-General in Shanghai from 2005 to 2008, Ambassador to Thailand from 2002 to 2005, and Consul-General in Hong Kong from 1997 to 2001.  Prior to that, Mr Chan served in various appointments in the Ministry of Foreign Affairs including as the Director of International Organisations and Socialist Countries from 1989 to 1990.  He also served as the Press Secretary to then-Prime Minister Goh Chok Tong from 1990 to 1997.  Mr Chan joined the Ministry of Foreign Affairs in 1981. 

        Upon his retirement from the Ministry of Foreign Affairs in 2008, Mr Chan joined Temasek Holdings as its Chief Representative in China until he returned to Singapore in July 2010 to hold the appointment of Managing Director for International Relations at Temasek International until October 2011. 

        Mr Chan was educated at the University of Singapore and graduated with a Bachelor of Arts in 1969 and Master of Arts in 1974.  He obtained his Master of Science in Journalism from the Columbia Graduate School of Journalism in New York in 1974.  He was awarded the Public Administration Medal (Silver) in 1980.

        Mr Derek Loh Eu-Tse is an Executive Director and a practising lawyer at TSMP Law Corporation.  He graduated with a Bachelor of Arts degree (Law) (Honours) from the University of Cambridge in 1990.  Mr Loh’s legal career saw him practise in two of Singapore’s largest firms, Rajah and Tann Singapore LLP and Wong Partnership LLP.

        Mr Loh is a member of the Board of Governors of St Joseph’s Institution Singapore and St Joseph’s Institution International Singapore.  He is also a trustee of the St Joseph’s Institution Foundation Singapore, a charitable foundation.

        Mr Loh also serves as an independent Director with a number of public companies listed both in Singapore and London.

Biographical Summary of Non-Resident Ambassador to Austria

        Mr Chan Heng Wing is currently Singapore’s High Commissioner to the People’s Republic of Bangladesh, resident in Singapore. 

         Born in Singapore on 13 October 1946, Mr Chan was educated at the University of Singapore where he obtained his Bachelor of Arts degree in 1969 and Master of Arts degree in 1974.  He was sent by Radio and Television Singapore to the Columbia Graduate School of Journalism in New York where he obtained a Master of Science in Journalism in 1974 and won the Henry N Taylor Award.

           Mr Chan began his career as a TV journalist in Singapore.  He won several television awards including the Transtel Prize from Germany in 1977 and was awarded the Public Administration Medal (Silver) in 1980 by the Singapore Government.

            Mr Chan joined the Ministry of Foreign Affairs in 1981.  In the Ministry’s headquarters, Mr Chan was the Director responsible for the Soviet Union, China, Eastern Europe and International Organisations (April 1989 to November 1990).   He was seconded to the Ministry of Communications and Information (April 1985 to March 1989), and the Ministry of Information and the Arts (December 1990 to March 1997).  He was the Press Secretary to then-Prime Minister Goh Chok Tong (December 1990 to March 1997).  He was also the Director of the Media Division in the Ministry of Information and the Arts (September 1993 to March 1997) while on secondment.

            Mr Chan was appointed Singapore’s Commissioner to Hong Kong in March 1997 and was re-designated as Singapore’s Consul-General to the Hong Kong and Macau Special Administrative Regions of China (July 1997 to December 2001) following the return of Hong Kong to China on 1 July 1997.  He was Singapore’s Ambassador to Thailand (January 2002 to October 2005) and Consul-General to Shanghai (December 2005 to March 2008).

            Upon his retirement from the Civil Service, Mr Chan joined Temasek Holdings as its Chief Representative in China until he returned to Singapore in July 2010 as its Managing Director for International Relations at Temasek International until October 2011.

            Mr Chan also serves as an independent director in several companies including Frasers Centrepoint Ltd, Banyan Tree Holdings, EC World Asset Management Ltd, Fusang Family Office Pte Ltd and the Fullerton and Fullerton Bay Hotels.  He is also Senior Advisor to the Milken Institute Asia Center.

Biographical Summary of Non-Resident High Commissioner to Bangladesh

        Mr Derek Loh Eu-Tse is currently an Executive Director and a practising lawyer at TSMP Law Corporation.  He is also a Fellow of the Singapore Institute of Arbitrators and has been appointed as a member of the Inquiry Panel in Singapore.

        Mr Loh was born in Singapore on 11 November 1966.  He graduated with a Bachelor of Arts (Law) (Honours) from University of Cambridge in 1990. 

         Prior to joining TSMP Law Corporation, Mr Loh was a partner with Rajah and Tann Singapore LLP (1995 to 2001) and practising as a lawyer with Wong Partnership LLP (1992 to 1995).

        Mr Loh is also an independent director with Vibrant Group Ltd, Vietnam Enterprise Investments Ltd, Metech International Ltd, and Adventus Holding Ltd and sits on the Board of Governors of St Joseph’s Institution Singapore and St Joseph’s Institution International Singapore.
