MFA Press Statement: Regional Cooperation Agreement on Combating Piracy and Armed Robbery against Ships in Asia (ReCAAP)

The ReCAAP Agreement will enter into force on 4 September 2006. Altogether, 11 countries have ratified the Agreement, namely Cambodia, Japan, Laos, Singapore, Thailand, the Philippines, Myanmar, the Republic of Korea, Vietnam, India and Sri Lanka. Brunei has also signed the Agreement and is in the process of ratification. 10 ratifications are needed for the agreement to take effect. Singapore looks forward to the signing and ratification of the ReCAAP Agreement by the remaining countries.

The ReCAAP Agreement is the first regional government-to-government agreement to combat piracy and armed robbery against ships in Asia. Through this Agreement, the ReCAAP countries will institutionalise their cooperation by setting up the Information Sharing Centre (ISC), a permanent body with full-time staff. Singapore is the host of the ReCAAP ISC.

With the entering into force of the ReCAAP Agreement on 4 September 2006, Singapore will host the first meeting of the Governing Council of the ReCAAP ISC towards the end of this year. The launch of the ISC will be held in conjunction with the first Governing Council meeting.
