A Certificate of Clearance is issued by the Singapore Police Force to Citizens of Singapore to certify that a person has no criminal conviction within a stipulated period of time of residence in Singapore. The Consulate-General is not authorised to issue such certificates. With effect from 18 October 2010, the Singapore Police Force (SPF) will cease to issue Certificate of Clearance (COC) to Non-Singapore Citizens. 

 

Singapore Citizens may apply for a COC using SingPass at https://eservices.police.gov.sg/content/policehubhome/homepage/certificate-of-clearance-hub.html

 

Non-Singapore Citizens may also submit an appeal for SPF to issue a COC on the same website above. You must meet the following criteria in order to submit an appeal. 

  • Appellants must have resided in Singapore for a minimum period of 6 months, under a valid pass issued by Immigration & Checkpoints Authority (ICA) or the Ministry of Manpower (MOM). 
  • Above 16 years old
  • Have documentary proof which states that a COC is required by the foreign government authority or institution for overseas purposes such as migration, adoption, overseas employment or further education.
