The Certificate of Clearance (COC) is issued by the Criminal Investigation Department of the Singapore Police Force to certify that the subject concerned has no prior criminal conviction in Singapore. The applicant must show documentary proof from the relevant consulate/immigration authority/government authority which clearly states that the COC is required.
All Singaporeans are eligible to apply. Non-Singapore Citizens who wish to apply can submit the appeal form together with the application form and relevant documents for consideration on a case by case basis. The alternative means to a COC include Statutory Declaration through the Commissioner of Oath or a qualified practitioner.
With effect from 21 June 2016, applicants may submit online applications at http://www.police.gov.sg/e-services/apply/certificate-of-clearance. Singapore citizens are required to login via Singpass, and non-Singapore citizens are required to login via Foreign Identification Number (FIN) and Passport Number.
- Document indicating that a COC is required and for what purpose.
- Copy of valid passport (biometric page)
- Passport-size photograph (400 by 514 pixels), borderless on a white background
- Credit/debit card or i-Banking for online payment
- Original hardcopy of fingerprint impressions*
(Applicants residing overseas are required to send by post, the fingerprint impressions with eCOC acknowledgement slip)
*Overseas applicants can get their fingerprint impressions taken by a qualified fingerprint officer from a police establishment or an authorised office such as notary public or embassies.
Each application will only be processed upon receipt of all the above documents. Incomplete/incorrect submission of any document may result in a delay or rejection of the application.
