A Certificate of Clearance (COC) is issued by the Criminal Investigation Department (CID) of the Singapore Police Force (SPF) to eligible Singapore citizens to certify that the person has no criminal conviction in Singapore. The Embassy is not authorised to issue COCs.
FOR SINGAPORE CITIZENS ONLY
With effect from 21 June 2016, Singapore citizens who are overseas may apply for a COC online at https://eservices.police.gov.sg/content/policehubhome/homepage/certificate-of-clearance-hub.html. The eligibility criteria, application process, required documents, payment details (including the cost for mailing the COC to an overseas address) and other relevant details are also available on that website.
As part of the COC application process, you will need to provide your fingerprint impressions. If you are applying for the COC from Thailand, you can have your fingerprint impressions taken at the Thai Police Clearance Service Centre located at Building 24, Royal Thai Police HQ, Rama 1, Pathumwan, Bangkok 10330 [Tel: +66(2)2052168/9, Email: email@example.com / firstname.lastname@example.org]. FOR NON-SINGAPORE CITIZENS (INCLUDING SINGAPORE PERMANENT RESIDENTS)
With effect from 18 October 2010, SPF has ceased its issuance of COC to non-Singapore citizens. Non-Singapore citizens who require a COC may instead apply for a statutory declaration (SD) through the Commissioners of Oath or qualified legal practitioners.
This SD can also be done at the Singapore Embassy in Bangkok. Please bring along your passport/NRIC for verification of identity. The fee for the SD is THB 130.
Do note that the acceptance of the SD (in place of the COC) is at the sole discretion of the foreign government to which it is being presented to.
Nonetheless, should you still require a COC, an appeal can be made to SPF. Please refer to https://eservices.police.gov.sg/content/policehubhome/homepage/certificate-of-clearance-hub.html for more details. The Embassy is unable to process or forward such appeals to SPF on your behalf.
