Certificate of Clearance

A Certificate of Clearance (COC) is issued by the Criminal Investigation Department to certify that a person has no criminal conviction within a stipulated period of time of residence in Singapore. The Embassy is not authorised to issue such certificates.


With effect from 18 October 2010, the Singapore Police Force (SPF) will cease to issue Certificate of Clearance (COCs) to Non-Singapore Citizens. More information can be obtained from the SPF website at http://www.police.gov.sg/e-services/apply/certificate-of-clearance. Non-Singapore Citizens (Singapore Permanent Residents and Foreign Passport Holders seeking a COC may apply for a statutory declaration (SD) through the Commissioners of Oath or qualified legal practitioners. In this case, the SD can be done at the Singapore Embassy in Bangkok. (For procedures, please see under "Certificate of Clearance (Non-Singapore Citizens)" below.)


CERTIFICATE OF CLEARANCE (SINGAPORE CITIZENS ONLY)


With effect from 21 June 2016, Singapore Citizens who are overseas may apply for a COC online at www.police.gov.sg/e-services. Access to the eService will require a login via Singpass. Successful applicants will be notified by email/SMS to book their fingerprint appointment via the same website.


If you are applying for the COC from Thailand, you can have your fingerprint impressions taken at the Police Clearance Service Centre located at Building 24, Royal Thai Police HQ, Rama 1, Pathumwan, Bangkok 10330 (Tel: +6622052168, Email: pcsc@police.go.th). The fingerprint impressions forms are also available for download below.

Fee

Processing fee is S$55.00 per application. 


In addition to the processing fee, a postage fee of S$5.00 must be included in the payment (total S$60.00) if the COC is to be sent to an overseas address. Payment can be made via credit/debit card (VISA or MASTERCARD) or I-Banking and is non-refundable once the application is accepted.

  

CERTIFICATE OF CLEARANCE (NON-SINGAPORE CITIZENS)


With the change in the COC policy with effect from 18 October, Non-Singapore Citizens (Singapore Permanent Residents and Foreign Passport Holders seeking a COC may apply for a statutory declaration (SD) through the Commissioners of Oath or qualified legal practitioners. In this case, the SD can be done at the Singapore Embassy in Bangkok. Please bring along your passport/NRIC for verification of identity. The Singapore Government does not guarantee that the SD is acceptable to the foreign country where the document will be provided for documentation.
