Following the terrorist attacks in Paris in November 2015, France was placed under a State of Emergency which was subsequently extended until it was permanently lifted on 1 November 2017. A new counter-terrorism law has now been enacted which includes heightened security measures such as tighter border controls; restrictions on the movement of people and motor vehicles; possible identity checks and screening of people at events or in areas deemed vulnerable to attacks; the closure of public places under exceptional circumstances and increased police surveillance of popular public areas.
Singaporeans travelling to or residing in France are strongly advised to exercise a high degree of caution and take all necessary precautions for their personal safety, including monitoring the local news and heeding the instructions of the local authorities. Singaporeans should remain vigilant and where possible, avoid crowded places, large public gatherings, and areas where there are ongoing police operations. Singaporeans should also purchase comprehensive travel insurance and be familiar with the terms and coverage. There is an official mobile application (Système d’alerte et d’information des populations or SAIP) by the French Interior Ministry which will disseminate information in English and French when there are disruptions or threat alerts. This mobile app can be downloaded via iTunes and Google Play. Advice from the French government on what to do in emergencies can be found at http://www.gouvernement.fr/en/infographics.
