The Consular Section of the Consulate-General provides assistance to Singaporeans who have lost their passports. If your passport is lost or stolen, you will need to do the following: 

  1. Please call the Consulate-General at (28) 38225174 (ext 107 / 108) to inform us about the loss of your passport during office hours. After office hours, you may call the Duty Officer at +84-903113500.

  2. Lodge a police report with the ward’s police station in which your passport was stolen. An English translation is required if the report is in Vietnamese (request for a copy of the report). If you are not a victim of crime, please visit the Consulate-General to execute a statutory declaration.

  3. Prepare 4 recent passport-sized coloured (45mm x 35mm, white background) photographs. Instant photographs are acceptable. Please bring along the photos, together with the police report, and any documentary proof of your citizenship and your identity (preferably with your photograph on it, e.g. NRIC or Driving licence) to the Consulate-General. 

  4. After your identity has been verified, the Consulate-General will issue you with a temporary travel document known as a Document of Identity (DOI) for your return to Singapore (single journey) only.  The issuance of the DOI is subject to approval by the Commissioner of Immigration & Checkpoints Authority (ICA). 

  5. With the DOI, you will need to approach the local Immigration Department at the following address to obtain a single journey visa (exit permit) before leaving Vietnam.

  6. A (single journey) visa fee for the exit permit will be charged by the Immigration Department and it normally takes about 3 - 5 working days to obtain the exit permit for foreigners who have lost their passports in Vietnam. 

  7. If you have exceeded the 30 day visa-free stay period and/or entered via a land checkpoint, the application for an exit permit may take longer to process.  You may be subject to overstaying fines before being issued with an exit permit. Payments (where applicable) are on cash terms and in Vietnam Dong (VND).

  8. Inform your airline that you are travelling with a DOI. Upon your return to Singapore, you will need to surrender the DOI to the immigration officer at landing point, and apply for a new passport at ICA. 

  9. Passports reported lost cannot be used even if recovered eventually. If you manage to recover your lost passport, please inform and surrender the passport to the Consulate-General.

  10. Please note that falsely declaring the loss of a passport or failing to surrender a recovered passport within 14 days of recovery, is a punishable offence carrying a fine and/or jail sentence.
