Marriage Matters

Please note that the Singapore Embassy in Hanoi is not authorised to solemnise or register marriages of citizens in Vietnam.

Your spouse-to-be is encouraged to check for the marriage procedures and paperwork required with the Justice Division of the District/Province where he/she is registered at, as there may be varying practices and/or requirements.

REGISTRATION OF MARRIAGE IN VIETNAM

The Singapore Embassy in Hanoi may assist to issue a letter certifying your marriage search records from the Singapore Registry of Marriages (ROM). In order for us to issue such a letter, please obtain and present the following documents to the Embassy: 

1. An original certified hard copy of the search result for marriage records issued by ROM (Note: this is not the print copy of the free search service for marriage records). Singaporeans who are overseas may apply for the document via the ROM website http://www.rom.gov.sg/ and/or through the assistance of a friend or relative. This hardcopy must be (i) certified by ROM in Singapore (i.e. original ROM stamp and signature), and also (ii) notarised by the Singapore Academy of Law (SAL) at 1 Coleman Street #08-06, The Adelphi, Singapore 179803, before being brought to the Singapore Embassy in Hanoi.
   
   Note: Please use your NRIC number to apply for a search result. The generated search results must not be older than six months, when presented to the Singapore Embassy in Hanoi.
    
2. If you are a divorcee, please produce a duly certified copy of the divorce certificates (Certificate of Making Decree Nisi Absolute / Certificate of Making Interim Judgment Final). The hardcopies must be (i) certified by the Registrar, Family Justice Court, and also (ii) notarised by the Singapore Academy of Law (SAL) at 1 Coleman Street #08-06, The Adelphi, Singapore 179803, before being brought to the Singapore Embassy in Hanoi.
3. Your original passport and its copy, and
4. You will need to appear in person to execute a Statutory Declaration declaring your single status.

For notarisation services at the Singapore Embassy in Hanoi, please submit the documents during office hours from Mon – Fri (except public holidays), from 9 am – 12.00 noon.

Processing Fee

The fee for a Statutory Declaration is VND 90,000.

The fee for certifying true copy of a document is VND 80,000 per copy.

The fee for certifying true signature/seal/stamp is VND 170,000 per document.

Processing Time: 1 working day to process.

The Embassy will issue a letter on your current status. you are required to bring the full set of documents to the Consular Department of the Vietnam Ministry of Foreign Affairs for legalisation at No. 40 Tran Phu, Ba Dinh, Hanoi.

Next, you may wish to bring the documents to a notary public(s) or Justice Division of the District People’s Committee for the translation into Vietnamese before submitting to the District Justice Department together with all the required documents for marriage application.

All marriages contracted or solemnised outside Singapore:

 (a)  which have been registered in accordance with and are valid under the law of the place in which the marriages were contracted or celebrated; and

 (b)  to which both parties possess the capacity to marry under the law of their respective countries of domicile, are valid in Singapore. The final arbiter of any dispute as to the validity of such marriages in Singapore is the Court of Law.

Please visit the Registry of Marriages website for other details on marriages. There is no provision in the Women's Charter (Chapter 353) to empower the Registrar of Marriages to re-register a marriage contracted and already registered outside Singapore. The registration of marriage between a non-Singaporean and a Singapore citizen or Singapore permanent resident does not automatically accord the non-Singaporean spouse the right of permanent residence in Singapore.
