I am speaking to you again to give you an update on the COVID-19 situation We are now two weeks into the circuit breaker. On the whole, people have coped well. Most of us have played our part, staying at home, complying with the restrictions.

We have adjusted to working from home and home-based learning. When outside, we wear masks and keep a safe distance from others. And we have kept to our immediate family units and avoided gatherings with extended family and friends.

The number of new cases in the local community has levelled off, to below 30 new cases daily. This is the result of the circuit breaker, and all of us working together. But as you know, our total case numbers have risen sharply since the last time I spoke to you, just ten days ago. Today alone, we have over 1,100 new cases. Almost all were detected in our migrant worker dormitories, through aggressive testing.

Migrant workers

The large number of cases at the dorms is a serious problem. To assess the extent of the spread, we have tested aggressively. Not only those who reported sick, or showed fever or flu symptoms. But also those who were well and asymptomatic.

Almost all the migrant workers infected have only mild symptoms. This is not surprising as they are generally young, and thus much less likely to become seriously ill with COVID-19.

Our doctors, nurses and healthcare personnel are also working hard, triaging them early, and taking good care of them. It is early days yet, but thankfully, so far none of the new cases of migrant workers have needed supplemental oxygen, or intensive care.

We had one earlier case of a Bangladeshi worker, who was in the ICU for two months. This was Case 42. We never gave up on him. Last week, his condition stabilised. He was transferred out of the ICU, to a general ward. It will still take some time for him to fully recover. With some luck, he should be able to see his new-born son soon.

We hope that the situation in the dorms will remain this way: most of the cases being mild, and very few needing oxygen or intensive care. All the major dorms are supported by dedicated teams of doctors and nurses.

To protect the health of our migrant workers, we will step up the medical resources in the dorms. We will deploy more medical personnel, to make sure that anyone with fever or flu symptoms receives appropriate and timely medical treatment. We will house the mild cases either on site, in a separate facility within the dorm, or in community care facilities elsewhere. And we will make sure that those who need more active treatment receive immediate attention, and can be sent promptly to the hospital to help them recover.

We will also pay special attention to the older workers, who are more vulnerable. We are pre-emptively moving them to a separate dorm, where they can be monitored more closely.

To our migrant workers, let me emphasise again: we will care for you, just like we care for Singaporeans. We thank you for your cooperation during this difficult period. We will look after your health, your welfare and your livelihood. We will work with your employers to make sure that you get paid, and you can send money home. And we will help you stay in touch with friends and family.

Ramadan begins in a few days’ time. We will make sure that arrangements are made for our Muslim workers. When Aidilfitri comes next month, we will celebrate with our Muslim friends, just as we celebrated the Indian New Year with our Indian friends last week. This is our duty and responsibility to you, and your families.

Apart from the workers living in dorms, we are monitoring two other groups of migrant workers closely. First, workers who live in shophouses, private housing, or HDB flats. Second, workers in essential services. This group is still working during the circuit breaker, helping to keep Singapore going. Some are cleaning the HDB blocks or hawker centres. Others are maintaining key infrastructure like our broadband networks.

If these workers move in and out of dorms, they become potential channels for cross infection in both directions. Hence we are housing these essential workers separately. We are also testing them to make sure that they are healthy, and to pick up any infections early.

So far, the clusters in the dorms have remained largely contained, and have not spread to the wider community. We will do our utmost to keep it this way.

Community

In the wider community, the circuit breaker is starting to have an effect. The number of community cases has fallen in recent days.

This is the result of all of us coming together, making sacrifices and adhering to the circuit breaker rules. We cannot afford to be complacent. We must press on. To bring down daily infections more sharply, to a single digit, or even zero. And to reduce the number of unlinked cases: those cases where we do not know how they got infected, or from whom.

Because unfortunately that number of unlinked cases has not come down. And this suggests there is a larger, hidden reservoir of COVID-19 cases in the community, that is the source of these unlinked cases, which we have not detected.

I discussed with the Multi-Ministry Task Force (MTF) on the next steps to take. We want to bring down the community numbers decisively. We also want to make sure that if any leakage occurs from the dorms to the wider community, we can detect and contain it early, and prevent new clusters from forming and bursting out of control.

To achieve these two objectives, we must all hunker down and press on with our tight circuit breaker measures. We have called on all Singaporeans to stay home. Go out only for essential needs, like buying food or groceries. Otherwise, please stay at home.

If you do need to go out, then go by yourself, not as a group or as a family. Even when exercising outside, do so only by yourself, and only in your own neighbourhood. Remember: it is not just about adhering to the letter of the law.

The spirit of the guidelines is to reduce movement to a minimum, and to avoid being out and about in the community. This is the way to protect yourself, your family and everyone else.   

So I hope everyone can cooperate and do your part. Some hotspots, like some popular wet markets, are still a problem. Large groups of people continue to gather at these places, making it hard to practise safe distancing. These places will impose entry restrictions to thin out the crowds even more.

You can do your part too. Do your marketing on weekdays rather than weekends, and don’t bring your whole family with you for grocery shopping. When you run errands, go out alone, get what you need, and return home straightaway.

We will also close more workplaces, so that only the most essential services will remain open. This will reduce further the number of workers keeping essential services going, and minimise the risks of transmission among the workers. It will mean some degradation of services – for example, less frequent grass cutting in our HDB estates. But I hope we all understand why this has to be done.

We will implement these tighter measures until 4th May. But we will not be able to completely lift the restrictions after that, and go back to business as usual. We will therefore extend the circuit breaker for four more weeks, beyond 4 May. In other words, until 1 June.

Then, provided we have brought the community numbers down, we can make further adjustments and consider easing some measures. This way, we can be more assured that we have made definite progress and consolidated our position.

Many will be disappointed by the extension of the circuit breaker. Especially our businesses and workers, who are hurting greatly. But I hope you understand that this short-term pain is to stamp out the virus, protect the health and safety of our loved ones, and allow us to revive our economy.

The Government will continue to help our businesses and workers cope during the extended circuit breaker period. We will provide the same level of support to our workers and businesses as we are doing now. The ministers will hold a press conference immediately after this to explain the details.

Sudah masuk dua minggu kita menjalani langkah pemutus rantaian jangkitan COVID-19. 

Secara amnya, warga Singapura telah berjaya menyesuaikan diri sejauh ini. Sebahagian besar duduk di rumah dan mematuhi peraturan dengan bekerja dan belajar dari rumah. Dan tidak lagi menyertai keramaian dengan sanak-saudara dan teman-teman. Juga memakai pelitup apabila keluar rumah. Saya tahu, ini semua sukar.   Tetapi terdapat tanda-tanda yang menunjukkan bahawa kita telah mencatat kemajuan. Di kalangan penduduk Singapura amnya, jumlah kes merosot ke paras kurang 30 kes sehari.

Namun jumlah kes baru yang melibatkan pekerja asing di dormitori terus meningkat dengan tinggi. Ini adalah satu masalah yang serius. Kami telah melancarkan usaha besar-besaran untuk membendung situasi di sana. Mujur, hampir semua yang dijangkiti menunjukkan tanda-tanda jangkitan yang ringan.   

Kami akan melipatgandakan usaha untuk membantu pekerja asing. Ini termasuk menubuhkan lebih banyak pusat perubatan dan mengerahkan lebih ramai doktor dan pegawai kesihatan untuk menjaga mereka. 

Kami harus menjaga pekerja asing seperti mana kami menjaga warga Singapura. Kami akan menjaga kesihatan dan mata pencarian mereka. Ini adalah tanggungjawab dan kewajipan kami kepada pekerja asing dan keluarga mereka.

Masyarakat

Di kalangan penduduk yang lebih luas, yang membimbangkan ialah ada banyak kes-kes yang sumbernya tidak diketahui. Ini bermakna ada jumlah kes yang besar dalam kalangan penduduk, yang belum dikesan dan merupakan sumber kes-kes yang tidak berkait.

Ayuh, kita kuatkan azam sepanjang dua minggu ini supaya memutuskan rantaian jangkitan COVID-19. Jika semua berjalan lancar, kami boleh melonggarkan langkah-langkah ini kemudian.

Bagaimanapun, kami tidak boleh menamatkan sepenuhnya pada 4 Mei. Kami terpaksa melanjutkan pemutus rantaian jangkitan 4 minggu lagi sehingga 1 haribulan Jun. Dengan ini, kita boleh jangkakan kemajuan yang lebih mantap dan baik.

Nampaknya, saya tak ada peluang untuk buka puasa bersama anda di masjid. Sayang sekali. Tetapi saya difahamkan, MUIS, para asatizah dan masyarakat Islam kita penuh semangat untuk pastikan Ramadan tahun ini tidak kurang hebat dan bermakna. Banyak wadah dan bahan-bahan online disediakan untuk membimbing masyarakat Islam menjalankan ibadah puasa, membayar zakat dan juga membuat amal jariah, menolong mereka yang memerlukan. Banyak keluarga juga semakin mahir menggunakan teknologi untuk terus berhubungan dengan sanak saudara dan teman-teman. Syabas!

Saya sangat menghargai pengorbanan dan daya tahan anda untuk mengharungi masa-masa sukar ini. Saya dan pasukan saya sedang berusaha memastikan setiap penduduk Singapura selamat. My fellow Singaporeans & Residents

It has been two weeks since we started on the COVID-19 circuit breaker.

Generally, Singaporeans have been able to adapt thus far. Majority stay at home and abide by the rules on working and learning from home. And they no longer participate in gatherings with families and friends. They also wear masks when they leave their houses. I know that these are all difficult to do. However, there are signs that we have made progress. Among the general population in Singapore, the number of daily cases has dropped to below 30.

At the same time, the number of new cases involving foreign workers at the dormitories continue to rise significantly. This is a serious problem. We have carried out large-scale efforts to contain the situation there. Fortunately, almost all who were infected showed mild symptoms.

We will redouble our efforts to help the foreign workers. This includes establishing more medical centres and deploying more doctors and healthcare personnel to take care of them.

We should care for the foreign workers just like how we care for Singaporeans. We will look after their health and livelihood. This is our responsibility and duty towards the foreign workers and their families.

Community

Within the wider population, there is a concern that there are many cases with unknown sources. This means that there is a large number of cases within the population, which have not been traced and are sources of unlinked cases.

I have discussed with the ministers about the next strategy. We all agree to bring down the number of cases decisively, so that we can ease up the circuit breaker measures as soon as possible. We also want to ensure that any spread of infection outside the foreign workers cluster, can immediately be traced and controlled so that it will not spread into a new cluster.

In order to achieve these two objectives, we need to tighten the circuit breaker measures. This will be done until 4th May. Let us all strengthen our resolve over the next two weeks to break the COVID-19 chain of infection. If all goes well, we can ease up on these measures thereafter.

However, we cannot fully end on 4th May. We have to extend the circuit breaker by another 4 weeks until 1st June. With this, we can expect more steady and good progress.

The Government will continue to assist employees and business owners during this extended period. I hope all of you can give us your cooperation.

For the Malay/Muslim community, you will observe the month of Ramadan this week. With the mosques still closed, this Ramadan is certainly different from the previous years. It seems like I will not have the opportunity to break fast with you at the mosques. This is a pity. Nevertheless, I understand that MUIS, religious teachers and the Muslim community are in full spirits to ensure that Ramadan this year will not be less great and still meaningful. Many online platforms and materials are provided to guide the Muslim community to perform their fasting obligation, to pay zakat and do charity, to help those in need. Many families are also increasingly skilled in using technology to keep in touch with relatives and friends. Well done!

I truly appreciate your sacrifices and resilience in going through this difficult time. My team and I are trying to keep everyone in Singapore safe. This is our most important task. We will not stop, until this goal is achieved. Together, we can overcome this pandemic.

各位同胞,今天我想再次和各位说明冠状病毒疾病(Covid-19)在新加坡的传播趋势,以及接下来我们必须采取的一些措施。

我们是大约在两个星期前实行阻断措施。大致上,国人都相当合作,留在家里,在家办公、上课,也暂时没有跟其他家人和朋友聚会。这是不容易的,不过大部分的国人都为了大家的安全,做出不同的牺牲和调整。

目前每天平均出现20到30起新的社区感染病例。这显示阻断措施已经取得一点成效。谢谢大家的合作。

如今,冠状病毒主要是在客工宿舍传播。政府非常关注客工宿舍的疫情,积极采取行动遏制病毒的扩散,确保客工得到妥善的医疗照顾。

我很欣慰,许多社会团体和爱心人士都伸出援手,筹集善款和物资给我们的客工朋友,帮助他们渡过这个非常时期。

另一个我们需要关注的情况,是社区感染病例中,还有不少患者与其他病例没有关联,我们不知道他们如何受到感染,或是和谁接触了。 也就是说,我们的社区可能存在许多还没有被发现或检测出的病例,这令人担忧。

因此,我和政府跨部门工作小组进行了讨论,我国接下来应该怎么做。我们只有两个目的。 第一是让社区感染病例大幅度减少。第二是确保客工宿舍疫情受到控制以及没有扩散到社区。

为了达到这些目的,我们做了两个重要的决定。 第一,我们将进一步收紧现有的阻断措施,一直到5月4号。 我们将继续要求国人留在家里,除非需要处理必要的事情,例如购买食物或必需品,否则请不要出门。如果不得不出门,请戴口罩,同时每个家庭在任何时候,最多只能有一个人外出。

我们也将加强人流管控措施,限制人潮较多的地方,如一些巴刹的人流量,让人们能够保持安全距离。同时,政府会暂时关闭更多工作场所,以减少员工之间的接触。只有提供最关键必要服务的商店,超市和工厂等能够继续营业。工作小组将在接下来的记者会上公布更多详情。

我们希望这些新措施有助于大大减少社区内的传染。可是,从目前的疫情来看,我们应该无法在5月4号达成之前预定的目标,完全解除阻断措施。

My fellow Singaporeans, today I am speaking to you again to update you on the COVID-19 situation in Singapore, and to explain some of the measures that we will be taking from now on.

We are now about two weeks into the circuit breaker. Generally, Singaporeans have been cooperative; they stay at home, work from home, have shifted to home-based learning and have not met other family members and friends for the time being. This is not easy, but the majority of Singaporeans have made sacrifices and adjustments for the safety of everyone.

Currently, we have about 20 to 30 new community cases daily. This shows that the circuit breaker is working. I thank everyone for your cooperation.

Now, COVID-19 transmission is mainly taking place in migrant worker dormitories. The Government is very concerned about the outbreak in the migrant worker dormitories, and is taking active steps to contain its spread, to ensure that the workers receive appropriate medical treatment.

I am heartened to see many groups and individuals stepping forward to help, such as collecting donations and supplies for our migrant worker friends to help them through this challenging period.

Apart from the situation in the migrant worker dormitories, we also need to pay attention to the fact that there are still a number of unlinked cases in community cases – we do not know how they got infected, or from whom.

This suggests there could be many cases in the wider community that we have not detected, which is worrying.

Hence, I have discussed with the Multi-Ministry Task Force on the next steps to take. We have two objectives, to bring down the community numbers decisively to ensure that transmission in the migrant worker dormitories is under control and does not spread further to the community.

To achieve these objectives, we have made two important decisions

First, we will further tighten the current circuit breaker measures until 4May.

We will continue to ask Singaporeans to stay at home. You should go out only for essential needs, like buying food or necessities. Otherwise, please stay at home. If you need to go out, put on a mask, and only one person from every household should be away from home at any one time.

We will also tighten access at hotspots like wet markets and supermarkets to ensure sufficient safe distancing.

We will also close more workplace premises to minimise contact among the workers. Only shops, supermarkets, factories and others which are providing the most essential services will remain open.

The Multi-Ministry Task Force will share more details at the press conference later.

We hope these new measures will significantly reduce transmissions in the community. However, we have assessed that we will not be able to achieve our intended objectives by ending the circuit breaker on 4 May.

Hence, the second decision that we have made is to extend the circuit breaker for four more weeks, i.e. until 1June. This is to keep everyone in Singapore safe.

The Government understands the impact of these decisions on our businesses and workers. Thus, the support measures announced earlier will be extended. The Government will do all it can to help our business and workers through this difficult time.

Once again, I urge Singaporeans to continue to work with the Government, especially our seniors who are more vulnerable to the virus. Please stay at home and do not go out so as not to be infected.

Some say if they fall sick, it is their problem. However, if you are sick and pass the virus to others, it becomes everyone’s problem. Hence, please do not take this virus lightly. Please take all preventive measures seriously and observe them strictly

Let us all be socially responsible and protect ourselves to keep our families safe.

Conclusion

Let me conclude in English.

You will naturally ask – where does this lead us? How do we exit from the circuit breaker?

Nobody knows how long the pandemic will last. Most likely it will take more than a year, before effective treatments and vaccines become available. So we have to take things one step at a time.

To exit from the circuit breaker, we need to do three things.

First, we must open up incrementally, in small steps, making sure that we are safe each step of the way. This is what New Zealand and Germany are beginning to do, very cautiously. They believe that they have broken the chain of transmission, but they want to be extra careful. They do not want to open up prematurely after lock downs, only to find COVID-19 coming back, and then be forced to lock down a second time. It has happened in Hokkaido. We should try our best to avoid this.

Second, we need to scale up testing for COVID-19 substantially, so that we can quickly detect any new cases that pop up. This we are progressively doing, not only by procuring test kits and equipment from other countries, but also by developing and manufacturing our own test kits.

Third, we will need to make full use of IT, so that when we discover COVID-19 cases, we can trace more efficiently where they have been, and whom they have been in contact with.

We have the TraceTogether app, and we are currently developing other apps for this purpose. For these apps to work, we will need everyone’s cooperation to install and use them, like what the South Koreans have done. There will be some privacy concerns, but we will have to weigh these against the benefits of being able to exit from the circuit breaker and stay open safely.

I know this has not been an easy time for everyone. We are making progress, but we have not yet succeeded by a long way. The results show that the circuit breaker is working.

Now we all need to do a little bit more, make best use of the next two weeks of the tightened circuit breaker, and the four weeks of the extension and beyond. I ask for your support and cooperation. I ask for your trust and your confidence. Let us go all out to beat the virus, and break the chain of transmission.

Secara keseluruhannya, kita telah dapat menyesuaikan diri. Ramai yang telah memainkan peranan kita, dengan duduk di rumah, dan mematuhi arahan. Kita telah menyesuaikan diri dengan bekerja dari rumah dan melakukan pembelajaran di rumah. Apabila di luar rumah, kita memakai pelitup dan memastikan jarak selamat. Dan kita menghadkan pergaulan kepada anggota keluarga yang tinggal serumah dan mengelakkan berkumpul dengan anggota keluarga lain dan rakan-rakan.

Jumlah kes baru di kalangan masyarakat setempat merosot ke paras kurang 30 kes sehari. Ini adalah hasil langkah pemutus rantaian jangkitan, dan gandingan usaha semua orang.

Pekerja-pekerja asing

Bulan Ramadan akan bermula tidak lama lagi. Kami akan pastikan agar pekerja beragama Islam dapat berpuasa dan mengerjakan ibadah anda. Apabila tiba Hari Raya Aidilfitri bulan hadapan, kami akan meraikannya bersama-sama rakan-rakan Muslim kita, seperti mana kami meraikan Tahun Baru bagi masyarakat India minggu lalu. Inilah kewajipan dan tanggungjawab kami kepada anda, dan keluarga anda.

Selain daripada para pekerja yang tinggal di dormitori, kami juga memantau perkembangan dua lagi kumpulan pekerja asing. Pertama, para pekerja yang tinggal di rumah-rumah kedai, rumah privet, atau flat-flat HDB. Kedua, para pekerja di bawah perkhidmatan penting. Kumpulan ini masih tetap bekerja sewaktu tempoh pemutus rantaian jangkitan ini, agar kita dapat meneruskan kehidupan seharian di Singapura. Ada yang membersihkan kolong-kolong HDB atau pusat penjaja makanan. Yang lain mengekalkan prasarana penting seperti rangkaian jalur lebar kita. Jika para pekerja keluar masuk dari dormitori, ini berpotensi menjadi saluran dua hala bagi jangkitan virus berlaku. Lantas kami telah menempatkan para pekerja di bawah perkhidmatan penting ini secara berasingan. Kami juga melakukan ujian ke atas mereka untuk memastikan bahawa mereka sihat, dan mengenal pasti sebarang jangkitan secepat mungkin.

Sejauh ini, kelompok-kelompok yang telah dijangkiti di dormitori-dormitori rata-rata telah dapat dikawal, dan tidak merebak ke penduduk yang lebih luas. Kami akan melakukan sedaya upaya untuk mengekalkan keadaan ini.

Masyarakat

Beberapa tempat utama, seperti pasar basah yang popular, masih mendatangkan masalah. Tetapi saya harap anda faham bahawa keperitan jangka pendek ini bertujuan untuk menghapuskan virus ini, melindungi kesihatan dan keselamatan orang-orang yang kita sayangi, dan membolehkan kita memulihkan semula ekonomi kita.

Pemerintah akan melakukan sedaya upaya untuk membantu perniagaan-pernigaan dan para pekerja kita untuk menghadapi tempoh pemutus rantaian jangkitan yang dilanjutkan ini. Kami akan memberi sokongan kepada para pekerja dan perniagaan-perniagaan sama seperti apa yang kami lakukan sekarang.

Tiada siapa yang tahu berapa lama wabak COVID-19 ini akan berterusan. Besar kemungkinan ia akan mengambil masa lebih dari setahun, sebelum rawatan dan vaksin yang berkesan dapat dihasilkan. Oleh itu kita harus mengambil langkah demi langkah.

Untuk menamatkan pemutus rantaian jangkitan ini, kita mesti melakukan tiga perkara. Pertama, kita mesti beralih ke peringkat selanjutnya secara bertahap, dengan mengambil langkah-langkah kecil, dan memastikan keselamatan terjamin pada setiap langkah yang diambil. Ini sedang dilakukan oleh New Zealand dan Jerman, dengan penuh berhati-hati. Mereka yakin bahawa mereka telah memutuskan rantaian jangkitan, tetapi mereka ingin lebih berwaspada. Ketiga, kita perlu memanfaatkan teknologi maklumat dengan sepenuhnya, supaya apabila kita mengenal pasti kes COVID-19, kita dapat menjalankan pengesanan di mana individu-individu ini telah pergi, dan dengan siapa mereka telah berhubung dengan lebih berkesan lagi. Kami mempunyai aplikasi TraceTogether, dan kami sedang menghasilkan aplikasi lain untuk mencapai matlamat ini. Untuk memastikan keberkesanannya, kami memerlukan kerjasama semua untuk memasang dan menggunakan aplikasi-aplikasi ini, seperti apa yang warga Korea Selatan telah lakukan.

Sudah tentu ia menimbulkan keprihatinan mengenai maklumat peribadi, tetapi kami perlu mempertimbangkannya dengan manfaat yang akan diperolehi jika pemutus rantaian jangkitan berakhir secepat mungkin dan kita dapat memastikan Singapura terus terbuka dengan cara yang selamat.  

Saya faham bahawa ini adalah masa yang sukar bagi semua orang. Kita telah mencapai kemajuan, tetapi kita belum boleh dianggap sudah berjaya. Langkah pemutus rantaian jangkitan telah membuahkan hasil. Sekarang kita semua perlu meningkatkan usaha, untuk melakukan terbaik sewaktu tempoh pemutus rantaian jangkitan dalam dua minggu akan datang, dan untuk empat minggu selanjutnya.

Saya meminta sokongan dan kerjasama anda. Saya meminta agar anda menaruh keyakinan dan kepercayaan. Mari kita curahkan segenap tenaga untuk menewaskan virus ini, dan memutuskan penularannya. Bersama-sama, kita akan mengatasinya.

各位同胞和长期在新加坡居住的朋友们

今天我再次发表讲话,希望向各位说明新加坡冠病疫情的最新情况。我国实行阻断措施已有两个星期了。总的来说,人们至今都还能够适应和应付新的局面。大多数人都尽自己的本分,留在家中并遵守相关规定。我们已逐渐适应在家办公和学习。出门在外时,也会戴上口罩并和他人保持安全距离。同时也只和家中成员接触,并避免和其他亲朋好友聚在一起。

社区传播的情况已趋向稳定,如今每天的新增病例少过30起。这显示阻断措施已发挥作用,同时也是新加坡人积极配合、共同努力的成果。但我想大家也知道,自我上一次发表讲话之后,在短短十天内,本地的确诊总人数不断飙升。单单在今天,我们就有超过1100起新增病例。几乎所有的新增病例都来自客工宿舍,并且是我们通过积极检测发现的。

客工

客工宿舍内有多人感染病毒,是一个严重的问题.为了评估病毒在客工宿舍传播的程度,我们已积极展开检测工作。不论客工是否生病或出现发烧、流感症状。即使他们身体情况良好没有出现任何症状,我们都一律为他们做病毒检测。几乎所有确诊客工都只有轻微的症状。这并不让人感到意外,因为客工们一般上年纪较轻,即便确诊感染冠病也较不可能出现病重的情况。

我们的医生、护士和医疗人员在尽全力帮助他们,包括尽早将患病和健康的客工分隔开来,为病患提供医疗照顾。虽然一切还言之过早,但新增的客工病例当中,至今还没有人需要额外输氧或进入加护病房。

其中一名在较早前染病的孟加拉籍客工,他曾在加护病房长达两个月。他是我国的第42起病例。我们从未放弃治疗他。就在上个星期,他的情况终于稳定下来。并离开了加护病房,转到普通病房。虽然他还需要多一些时间才能痊愈。但我们希望他能早日康复,并很快就能看到自己刚出生的孩子,体验初为人父的喜悦。

我们希望能维持这样的情况,大多数的病例症状轻微,只有少数需要输氧或进入加护病房接受治疗。本地所有大型的客工宿舍都设有医疗中心,由专门的医生和护士团队负责照顾客工。

为了进一步保护客工的健康,我们将为客工宿舍投入更多医疗资源。我们将调派更多医疗人员到每个宿舍,确保任何出现发烧或流感症状的人能获得妥善且及时的治疗。对于那些症状轻微的病患,我们或许会让他们继续留在宿舍,但会把他们隔离开来,或者是让他们迁移到社区隔离设施接受治疗。我们会确保那些需要进一步治疗的病患能立刻就医,并迅速将他们送院救治。至于那些抵抗力较弱的客工,如当中年纪较大的人,我们已事先将他们安置在另一个宿舍,以便密切留意他们的身体状况。

我要再次向我们的客工朋友们强调:新加坡政府会像照顾新加坡人一样照顾您:我们感谢您在这个困难时期的全力配合;我们会照顾您的健康、福利和生计;我也会和您的雇主合作,确保您领得到工资,并将钱汇回家乡。我们会帮助您和亲友保持联系。

再过几天就是斋戒月。我们会为信奉回教的客工朋友做妥善安排。就如我们在上个星期与印度社群庆祝印度新年一样,下个月的开斋节,我们也会一同和身为回教徒的朋友们庆祝。这是我们对您和您的家人的责任及义务。

除了住在宿舍的客工,我们也密切关注另外两组客工的情况。第一组是住在店屋、私人住宅及政府组屋等地方的客工。第二组是为我们提供必要服务的客工。在实行阻断措施期间,这些客工还继续工作,确保新加坡维持基本运作。 他们当中,有些负责保持政府组屋、小贩中心等场所的环境清洁,另一些则是确保宽带网络等重要设施运作如常。

这些员工每天往返工作场所和宿舍,而这可能会导致交叉感染的情况出现。因此,我们将让这些提供必要服务的客工搬离客工宿舍,到其他地方居住,同时会为他们做检测,以确保他们身体健康并及早发现感染病毒者。

目前为止,客工宿舍的感染群大致上只在宿舍内传播,没有大规模扩散到社区的迹象。我们将竭尽所能维持现状。

社区

另一方面,目前社区传播的情况显示,阻断措施已经取得一点成效。近日,我国每天的新增社区感染病例已在下降。

这是我们共同遵守阻断措施,牺牲小我完成大我的结果,但我们不能掉以轻心。我们必须坚持下去才能够看到每日新增病例大幅下降,达到单位数,甚至是零病例的情况。以及减少病源不明的病例,即那些不知道是如何受到感染,或是接触了什么人的病例。

因为不幸的是,这类病例并没有减少。这意味,我们的社区可能存在许多还没有被发现或检测出的冠病病例,而这是这些无关联病例的病源。

我和政府跨部门工作小组进行了讨论,商讨我国接下来应该怎么做。首先,我们要采取果断的行动,减少社区感染病例。第二,万一客工宿舍的疫情扩散到社区,我们要及时发现病源并控制疫情,以防止新的感染群出现及暴发。

要达到这两个目标,我们必须坚持不懈,滴水不漏地继续实行严格的阻断措施。我们已经吁请所有国人留在家中。你只应该在必要时才出门,例如购买食物或日用品。否则,请留在家中。

如果你需要出门,请单独出行,不要成群结队或一家人出门。即便是到户外做运动,你也必须单独进行,并只在邻里内运动。请大家记得,这不只是关于遵守法律的问题。

实行这些规定的用意,更是要大家避免在社区内走动,以将人流量和人与人之前的接触减到最低。这样,你才能保护自己,保护家人,和保护所有人 。

我们将实行这些更严格的阻断措施,直到5月4日。但从目前的疫情来看,我们不可能在现阶段完全解除所有阻断措施,让一切恢复正常。因此,我们将把阻断措施实行期延长4个星期,直到6月1日。

一旦我们成功减少社区传播的病例,就可以进一步做调整,考虑放宽一些措施。届时,我们将更肯定我国已在对抗疫情方面取得显著成果,情况也已经稳定,放宽措施时就能更加放心。

我知道很多人会对阻断措施期延长感到失望。尤其是已受到严重影响的企业和员工。但我希望你们能了解,正所谓长痛不如短痛,我们必须先阻断病毒的传播,这样才能保障我们身边亲人的健康和安全,并让我们有能力重启经济。

政府将继续帮助企业和员工度过阻断措施期限延长的困难时期。此外,为员工和企业所提供的援助也将保持不变。部长们稍后将召开记者会公布详情。

最后,我要以英语做总结。你或许会问:我们接下来将何去何从?我们要如何才能解除阻断措施?  

没有人知道冠病疫情会持续多久。我们很可能需要等上一年或更长的时间,才会等到有效的治疗方式和疫苗问世。所以我们只能走一步看一步。

要解除阻断措施,我们必须做到三件事。

首先,我们需要步步为营,谨慎地、逐步地解除阻断措施,必须确保一切安全,才能进一步放宽措施。新西兰和德国目前已开始解除之前落实的严格措施,但他们依然非常谨慎;尽管他们有理由相信自己已经阻断了病毒的传播链,但仍然不敢掉以轻心;他们不希望因为太早解除措施,而让病毒有机会卷土重来,到头来又得重新锁国。日本的北海道,就面对了这样的情况。 我们要尽可能避免类似的情况在我国发生。

第二,我们需要大幅度加强病毒检测工作,以快速发现新病例。我们已逐步进行这方面的工作,不但从国外采购,也自行研发和生产试剂盒。

第三、我们需要通过充分利用资讯科技,以在发现确诊病例后更迅速地查出他们到过哪些地方,以及和谁接触过。

我们目前已有“合力追踪”手机应用,同时也在研发其他的应用程序,助我们一臂之力。我们也还需要大家全力配合,像韩国人一样,一起下载和使用这些应用程序,它们才能发挥应有的作用。一些人或许会担心这侵犯到个人隐私,但我们需要权衡利弊,想一想这和尽快解除阻断措施以及安全地保持开放,孰轻孰重。

我知道这段时间对大家来说都很不容易。我们已经取得一些进展,但离成功还有很长的一段距离。目前的情况显示,阻断措施已在发挥作用。

大家现在更需要再努力一些,充分利用接下来加强阻断措施的两个星期,以及之后阻断措施延长的四个星期。我恳请大家支持与配合政府的行动。也请大家信任我们,对我们有信心。让我们全力以赴,共同努力阻断病毒传播。

只要我们能同心协力,就一定能渡过难关。谢谢!
