IMMIGRATION MATTERS - APPLICATION FOR SINGAPORE CITIZENSHIP

Electronic Singapore Citizenship Application (eSC) w.e.f. 9 February 2009

With effect from 9 February 2009, children below 1 year old born outside Singapore to Singaporean parents may apply for Singapore citizenship by descent through eSC.

2. Only Singapore Citizens who have SingPass accounts AND a local contact person in Singapore can use the eSC. If the sponsor is the father, he must have a valid and legal marriage with the child’s mother at the time of the child’s birth. Please visit https://esc.ica.gov.sg/esc for details and online application.

3. Singapore Citizens who do not have SingPass accounts or a local contact person in Singapore can continue to submit the application through the nearest Singapore mission.

 

SUBMISSION THROUGH AN OVERSEAS MISSION

LIST OF DOCUMENTS REQUIRED FOR APPLICATION BY DESCENT ARTICLES 122(1) OF THE CONSTITUTION OF THE REPUBLIC OF SINGAPORE

Please tick (ü) in the box on the correct application type when applying for Singapore citizenship for child/children under the age of 21 years old.

An overseas-born minor (child) may be eligible for Singapore Citizenship by Descent under Article 122(1) of the Constitution of the Republic of Singapore, if any of the following conditions can be met:

  1. Male Singapore citizen by Birth who has a lawful marriage;
     
  2. Male Singapore citizen by Registration who has a lawful marriage and minor shall not acquire citizenship of the country he was born by reason of his birth in that country;
     
  3. Female Singapore citizen by birth and minor born on or after 15 May 2004;
     
  4. Female Singapore citizen by Registration and minor born on or after 15 May 2004. Minor shall not acquire citizenship of the country he was born by reason of his birth in that country; or
     
  5. Male or Female Singapore citizen by Descent has to complete an additional Annex to the application declaring their residence period in Singapore. The application can only be accepted if the applicant fulfills the requiremetns stipulated in (a) or (b) of the attached Annex.
     

The application has to be submitted within one year of the child's birth. Otherwise, a letter of explanation is required for late submission.

The following documents must be produced for the authorities in Singapore to process the application for Singapore citizenship, Original and a photocopy each of the documents must be furnished for verification if the application is submitted personally at the Citizenship Section, Immigration & Checkpoints Authority, 10 Kallang Road, Singapore 208178.

For overseas application, certified true copies of documents are required. Additional documents may be required while processing your application, whenever necessary.
 

Child’s Documents

  1. Affix (1) recent passport-size colour photograph on the completed citizenship application form SCRM
    (http://www.ica.gov.sg/data/resources/docs/Citizen%20Services/FormSCRM.pdf ). The photograph must be:
    • 35 mm wide by 45mm high without border and taken within the last three months;
    • taken full face without headgear, unless the applicant habitually wears a headgear in accordance with religious or racial customs. The headgear must not hide the applicant’s facial features;
    • the facial image must be between 25 mm and 35mm from chin to crown; and taken against plain white background with a matt or semi-matt finish;
       
  2. Birth Certificate of child and passport or other travel document.

Parents’ Documents

  1. Identity Card and Singapore Passport;
     
  2. Marriage Certificate. If parents' marriage was registered outside Singapore, child's father is required to make a Statutory Declaration stating that (name of wife) is his one and only wife if he is the applicant for child's citizenship.
     
  3. Death Certificate/Divorce Certificate/Separation Deed/Custody document of child/children by previous spouses, if applicable. Letter of consent from ex-spouse if child is under joint-custody.

Items 6 to 9 are required if the application is submitted after one year of minor's birth.

  1. Letter of employment from current employer, stating the occupation, date of employment and basic/gross salary per month, if employed.
     
  2. Income Tax Notice of Assessment for last 3 years preceding the date of application.
     
  3. Business registration certificate from Accounting & Corporate Regulatory Authority (formerly known as Regsitry of Businesses and Companies), latest balance sheet/profit and loss account if applicant is a sole proprietor/partner/Director of a company.
     
  4. CPF contributions history for last 12 months, if employed.

Important note

  1. The Singapore citizenship application form must be duly completed. All information contained in the application form must be complete, accurate and verifiable. False particulars/concealment of material facts will render you liable to disqualification for citizenship application or prosecution in court.
     
  2. The declaration portion on application has to be appropriately deleted and declared by the applicant before the Commissioner for Oaths/Justice of the Peace/Notary Public who will officially endorse and seal onto the application form. Applicant who submits the application personally at ICA Office will have the declaration made at the end of the interview.
     
  3. If the applicant is not in Singapore, he can appoint a local representative to follow-up with the citizenship application after it has been formally submitted.

Fees

The processing fee is US$130. (Fees are subject to change without notice.)

Processing Time

Processing time is approximately 2 months. However, some cases may take a longer time.
