Singapore’s Technical Assistance to Cambodia

As a country without any natural resources, Singapore had to rely on its people for its development during the past few decades.  This has convinced us of the importance of human resource development, a principle which extends to our technical assistance programme.

Our technical assistance programme for Cambodia comes under the general framework of the Singapore Co-operation Programme (SCP).  Since the early 1990s, Singapore has offered training courses, either bilaterally or in cooperation with other partners, to Cambodian officials in diverse fields where Singapore has the expertise, such as civil aviation, economic development, English Language, finance, information technology, trade promotion and WTO accession among others.

To promote the rapid integration of newer members of ASEAN into the organisation, ASEAN Leaders endorsed the Initiative for ASEAN Integration (IAI) during the ASEAN Summit in Singapore in December 2000.  The IAI continues our tradition of focussing on human resource training, and as part of this initiative, a Cambodia-Singapore Training Centre sponsored by the Singapore Government has been set up in Phnom Penh.  This training centre, located on the second floor of the Hong Kong Centre along Sothearos Boulevard, has conducted courses in various areas like English language, information technology, trade facilitation, just to name a few; and has allowed us to greatly increase the number of training places we offer to Cambodian officials. The Cambodia-Singapore Training Centre is one of four such centres which Singapore has set up in each of the captial cities of the newer Asean Countries - Vientiane, Yangon, Hanoi and Phnom Penh.

Through such courses, we try to share our development experiences with Cambodia within the constraints of our limited resources.

Singapore Scholarship

Under the Singapore Co-operation Programme, the Singapore Government offers the Singapore Scholarship to nationals of ASEAN member countries (excluding Singapore) to study at a Singapore university (National University of Singapore, Nanyang Technological University or Singapore Management University).

Cambodian students who are studying in their 1^st or 2^nd year in a local university and possess excellent academic records are eligible to apply for the scholarship.  Application for the Singapore Scholarship normally opens in November each year and invitations for the scholarships are announced through the Cambodian Ministry of Education, Youth and Sport, newspaper advertisements and the SCP website.  Interested students are encouraged to visit the SCP website for more information on the Scholarship and criteria.

ASEAN Secondary Three Scholarships

The Singapore Ministry of Education (MOE) also offers scholarships to nationals from ASEAN countries to study in selected Singapore secondary schools for four years from Secondary Three (equivalent to Grade 9) to Pre-University Two (equivalent to Grade 12) leading to the award of the General Certificate of Education (GCE) “Advanced” Level (or equivalent).

Invitations for the scholarship are announced in May through the Cambodian Ministry of Education, Youth and Sport, newspaper advertisements and through the MOE ASEAN Scholarship website.  Cambodian students between the ages of 14+ and 16+ who have completed Grade 10 of Senior High School and possess good academic results with English proficiency are eligible to apply.  Interested students are encouraged to visit the MOE ASEAN Scholarship website for more information.

Other Undergraduate and Postgraduate Scholarships

The three Singapore universities, namely National University of Singapore (NUS), Nanyang Technological University (NTU) and Singapore Management University (SMU) also offer scholarships on a competitive basis to foreign students who have secured a place in their undergraduate and postgraduate programmes.  For more information, please visit the respective universities’ websites.
