Registration of Singaporeans overseas
All Singaporeans visiting or residing in the Russian Federation are encouraged to register with the Embassy. In times of emergency, this will enable the Embassy to contact them and provide assistance quickly. Registration can be done online click here.
Singapore International Passport (SIP)
Application/Extension
Singapore International Passports applications shall be referred to the Singapore Immigration and Checkpoint Authorities (ICA) for processing. Applicants may submit their applications directly to ICA Singapore or electronically through ICA's "Application for Passport Online Electronic System (APPLE)" click here.
Loss of Singapore International Passport (SIP)
If your passport is stolen/lost, you will need to do the following:
- Lodge a police report and retain a copy of the report;
- Have at least one passport-sized photograph ready. Instant photographs are acceptable;
- Report to the Singapore Embassy's Consular Section with the copy of police report, photograph and documentary proof of your citizenship and your identity - preferably with your photograph on it, e.g. Identity Card.

Document of Identity (DOI)
A Document of Identity (DOI) is required for Singaporeans to remain in/leave the Russian Federation in place of their SIP together with a valid visa on it. Singaporeans may apply for a DOI at the Singapore Embassy in Moscow in person. DOI will only be issued upon confirmation of identity and approval from ICA, Singapore.
Notarial Services
The Embassy provides notarial services for official documents to be used in Singapore. Please bring along your passport or identity card as a form of identification should you require such services. As some of the notorial services may require prior consultations, please call the Embassy for an appointment with the appropriate officer.
