Level 1 nationals include nationals from India, Myanmar, Georgia, Turkmenistan, Ukraine, Commonwealth Of Independent States (Armenia, Azerbaijan, Belarus, Kazakhstan, Kyrgyzstan, Moldova, Russia, Tajikistan, Uzbekistan), Nigeria, Holder Of Hong Kong Document Of Identity, Holder Of Macau Special Administrative Region (MSAR) Travel Permit
Please produce the following documents in support of your application. Additional documents may be required when necessary.
- Passport and a photocopy of the applicant’s passport bio-data page must be furnished. At least 6 months’ validity (calculated from the date of arrival in Singapore) and one blank visa page.
- Form 14A: One set (Original) of duly completed form (in English) and signed by the applicant in person per application. Application form can be downloaded from our website at http://www.mfa.gov.sg/guangzhou.
- Passport-sized coloured photographs: One set (To be affixed onto the Form). The photograph must meet the following requirements:
- Size: 2 inch, coloured, against white background and taken within the last 3 months;
- Taken full face without headgear (unless the applicant habitually wears a headgear in accordance with his/her religious or racial custom but the headgear must not hide the applicant’s features).
- Visa application fee (non-refundable). RMB 153 per application (please produce exact amount).
- In addition, application for social visa should also produce the following documents:
If the applicant is employed, an original letter from the employer granting leave of absence and stating the duration of employment, designation and salary, is required. The letter must provide the name, address, telephone number(s) and fax number(s) of the company. The letter must also be stamped with the official stamp of the company.
An applicant who is unemployed must produce documents eg. Certificate of bank deposit, property title deed etc.. (original and photocopy), so as to reflect his/her actual economic capability. There is no minimum requirement on the amount of money needed on the certificate of bank deposit but the certificate issuance date must within 2 weeks of the visa submission date.
- In addition, application for business visa should also produce the following documents:
(a) Letter of Authorisation is required if the applicant is unable to submit the application in person. The letter (in either English or Chinese) should indicate the name and identity card number of the authorised person, who should produce original and photocopy of the said identity card. Even if the same person is authorised to submit and collect the application, a separate letter has to be submitted during submission and collection.
(b) Business profile. One printout of the latest Singapore registered company’s business profile which is obtainable from the Accounting & Corporate Regulatory Authority (http://www.acra.gov.sg). The printout date of the company’s business profile should not be dated more than 6 months from the day of submission. Applicant who is invited by Singapore government agencies, universities or are attending exhibition/conference/convention in Singapore are not required to produce Form V39A and business profile. The applicant however needs to present the original letter by the inviting organisation or event organiser addressed to the applicant. The invitation letter must be signed by the invitee of the organiser and addressed to the applicant (the full name as in passport).
(c) Original Form V39A (Letter of Introduction). One set (Original), to be duly completed and signed by a Singapore registered company representative (who must be a Singapore Citizen or Singapore Permanent Resident and is above 21 years old). The form must also bear the address, telephone number, fax number, official stamp of the Singapore company and the NRIC number of it’s representative.
- Application has to be submitted by the applicant in person, except the following:
- Applicant is under the age of 16 years old. Applicant’s parents with their identity card (original and photocopy) can submit the application. Relevant documents (original and photocopy) to prove the relationship is required;
- Spouse of Applicant. Applicant’s spouse with his/her identity card (original and photocopy) can submit the application. Relevant documents (original and photocopy) to prove the relationship is required;
- Applicant who is introduced by a local contact (Singapore Citizen and Singapore Permanent Resident). The local contact (who must be above 21 years old) should complete Form V39A and produce a photocopy and original of the Singapore Identity Card or Singapore Passport bio-data page. The local contact must be present to submit the application in person;
- Application for business purpose.
- Visa Submission/Collection Time:
Monday to Friday: 9:00am – 11:00am (submission only)
Monday to Friday: 4:00pm – 4:30pm (collection only)

Important Notices
- Incomplete forms and/or documents submitted may result in the application being rejected or the processing delayed.
- Every application for a visa, including the duration of the visa granted, will be considered on its own merits and subject to approval.
- Applicants should ensure that the visa applications are approved before they obtain their air ticket. We are not responsible for any financial loss in the event that the application is not successful.
- The visa issued is normally dated on the day when you submit the application and the validity of the visa cannot be changed once issued. Please do not submit the application too early before your planned trip to Singapore. If the validity of the visa has lapsed, the applicant will need to submit a fresh application. Applicants are advised to submit the applications 1 to 2 weeks prior to the departure and to check the visa date of issue and the validity period carefully upon receiving the visa.
- Possession of a visa does not guarantee entry into Singapore. The granting of entry into Singapore is determined by the Immigration & Checkpoints Authority (ICA) officers at the point of entry. Visitors must also meet entry requirements such as holding a valid passport, sufficient funds for the period of stay in Singapore and confirmed onward/return air ticket (if applicable).
- The period of stay in Singapore will be decided by the ICA officer at the point of entry in Singapore. Applicants are advised to check their passports for the arrival endorsement and take note of the duration of stay given.
