Certificate of Clearance

A Certificate of Clearance (COC) is issued by the Criminal Investigation Department to certify that a person has no criminal conviction within a stipulated period of time of residence in Singapore. The Consulate-General is not authorised to issue such certificates.

 

With effect from 18 October 2010, the Singapore Police Force (SPF) will cease to issue Certificate of Clearance (COCs) to Non-Singapore Citizens. More information can be obtained from the SPF website at http://www.spf.gov.sg. Non-Singapore Citizens (Singapore Permanent Residents and Foreign Passport Holders seeking a COC may apply for a statutory declaration (SD) through the Commissioners of Oath or qualified legal practitioners. In this case, the SD can be done at the Singapore Consulate-General in Chengdu. (For procedures, please see under "Certificate of Clearance (Non-Singapore Citizens)" below.)

 

CERTIFICATE OF CLEARANCE (SINGAPORE CITIZENS ONLY)

 

Singapore Citizens who are overseas may apply by post. A set of fingerprint impressions must be submitted together with the application for Certificate of Clearance. In Singapore, applicants can be fingerprinted when the application is submitted in person at the COC Office.

 

Copies of the COC application form and the fingerprint impressions form may be obtained from the Consulate-General and the fingerprint impressions can also be carried out here.

Processing Time

2 weeks (10 working days) upon receipt of application by the COC Office.

 

CERTIFICATE OF CLEARANCE (NON-SINGAPORE CITIZENS)

 

With the change in the COC policy with effect from 18 October, Non-Singapore Citizens (Singapore Permanent Residents and Foreign Passport Holders seeking a COC may apply for a statutory declaration (SD) through the Commissioners of Oath or qualified legal practitioners. In this case, the SD can be done at the Singapore Consulate-General in Chengdu. Please bring along your passport/NRIC for verification of identity. The Singapore Government does not guarantee that the SD is acceptable to the foreign country where the document will be provided for documentation.
