The Embassy will assist you to forward your application of Certificate of Identity (COI) to the Singapore Immigration & Checkpoints Authority (ICA), which is the processing authority.
A Certificate of Identity is issued to a Singapore Permanent Resident (SPR) who is stateless and holding a Singapore blue identity card. It is to facilitate his/her travel abroad. The holder will require a visa whenever he or she wishes to visit or pass through other countries.
If you wish to submit your application through the Embassy, please appear in person with the following documents.
Application Procedure
The following documents (original and photocopy) should be submitted:
- Applicant’s blue identity card;
- Applicant’s latest COI (if any).

S$125 or Rmb 625 (for 5 years)
Processing Time
4 - 6 weeks
Collection of Certificate of Identity
The Embassy will inform you of the result once we receive an update from ICA. All successful applicants must appear in person in Singapore at Permanent Resident Services Centre, ICA Building to collect their Certificate of Identity.

Important Notice
For renewal, please submit your application at least 2 months before the expiry of the Certificate of Identity (COI). A SPR who remains outside Singapore without a valid COI/Re-Entry Permit (REP) will lose his/her PR status. An overseas applicant whose spouse is a Singapore Citizen or SPR should furnish his/her spouse's Singapore identity card number and a copy of their marriage certificate to expedite processing.
