  • General Secretary of the Communist Party of Vietnam (CPV) Nguyen Phu Trong made an official visit to Singapore from 12-14 September 2012, at the invitation of Prime Minister Lee Hsien Loong. General Secretary Trong called on and was hosted to lunch by President Tony Tan, and met with Prime Minister Lee, who hosted him to an official dinner. General Secretary Trong delivered a Public Lecture at the Lee Kuan Yew School of Public Policy, and had an orchid named in his honour. During the visit, General Secretary Trong and Prime Minister Lee witnessed the signing of the Memorandum of Understanding on Financial Cooperation, the Second Protocol Amending the Agreement between Singapore and Vietnam for the Avoidance of Double Taxation, and the Agreement on the Study Visit Programme and Executive Education Programme for Senior CPV officials.
  • Deputy Prime Minister, Coordinating Minister for National Security and Minister for Home Affairs Teo Chee Hean made an official visit to Vietnam from 27-29 August 2012, at the invitation of Minister of Public Security Senior Lieutenant General Tran Dai Quang. During the visit, Deputy Prime Minister Teo called on President Truong Tan Sang, Prime Minister Nguyen Tan Dung, and other key Vietnamese leaders. Both sides also signed a new Cooperation Arrangement in Preventing and Combating Transnational Crimes. 
  • Vietnam Minister of Planning and Investment Bui Quang Vinh visited Singapore on 4 April 2012 to co-chair the 8th Vietnam-Singapore Connectivity Ministerial Meeting with Minister for Trade and Industry Lim Hng Kiang. Minister Vinh also called on Minister for Trade and Industry Lim on the sidelines of the Meeting. 
  • President Tony Tan made a State Visit to Vietnam from 23-27 April 2012. During his visit, President Tan met with President Truong Tan Sang, the General Secretary of the Communist Party of Vietnam Nguyen Phu Trong, and Prime Minister Nguyen Tan Dung. President Tan visited Hanoi, Ho Chi Minh City, and Binh Duong province. 
  • Vietnamese Foreign Minister Pham Binh Minh made his introductory visit to Singapore from 4-6 March 2012. During his visit, Foreign Minister Minh Called on Prime Minister Lee Hsien Loong and met with Minister for Foreign Affairs and Minister for Law K Shanmugam.  
  • Vietnam Minister of Public Security Senior Lieutenant-General Tran Dai Quang made an official visit to Singapore from 22-25 February 2012 where he called on Prime Minister Lee Hsien Loong and Deputy Prime Minister and Minister for Home Affairs Teo Chee Hean. Senior Lieutenant-General Quang was also hosted to lunch by Minister of State for Home Affairs and Foreign Affairs Masagos Zulkifli.
  • Deputy Minister of Foreign Affairs Pham Quang Vinh visited Singapore from 4-6 January 2012 to attend the 6th Singapore-Vietnam bilateral consultations.  An annual event involving the Singapore and Vietnam Foreign Ministries, the consultations provide a forum to discuss ways to boost bilateral cooperation between Vietnam and Singapore.
  • Vietnamese President Truong Tan Sang made his State Visit to Singapore from 26-28 September 2011.  During the visit, Prime Minister Lee Hsien Loong hosted President Sang to a State Banquet and to an official lunch. President Sang also called on President, met with then-Minister Mentor Lee Kuan Yew and was hosted to breakfast by then-Senior Minister Goh Chok Tong. President Sang unveiled the Ho Chi Minh Statue and Commemorative Marker at the Asian Civilisations Museum Green, and witnessed together with PM the signing of a MOU to explore the feasibility of a fifth Vietnam-Singapore Industrial Parak (VSIP) in Quang Ngai province in Central Vietnam.
  • Minister for Foreign Affairs and Minister for Law K Shanmugam made an introductory visit to Vietnam from 8-10 September 2011. During the visit, Minister Shanmugam called on Prime Minister Nguyen Tan Dung and Minister of Foreign Affairs Pham Binh Minh.  
  • The Chairman of the Communist Party of Vietnam (CPV) Commission for External Relations Hoang Vinh Quan visited Singapore from 1-4 November 2010.  During the visit, both Chairman Quan and Minister for Foreign Affairs George Yeo witnessed the signing of a MOU between the Foreign Ministries of Singapore and Vietnam to facilitate study visits by middle-to-senior level CPV officials to Singapore to learn from our developmental experiences.  Chairman Quan also met Deputy Prime Minister and Minister for Defence Teo Chee Hean, and was hosted to lunch by Chairman of Government Parliamentary Committee for Defence and Foreign Affairs Michael Palmer.  
  • Prime Minister Lee Hsien Loong visited Vietnam from 12-15 January 2010 at the invitation of Vietnam Prime Minister Nguyen Tan Dung. During the visit, Prime Minister Lee and Prime Minister Dung co-officiated the Ground Breaking Ceremony for the 4th Vietnam-Singapore Industrial Park (VSIP) in Hai Phong City on 13 January 2010. Prime Minister Lee also met Communist Party of Vietnam General-Secretary Nong Duc Manh, President Nguyen Minh Triet, and other senior Vietnamese leaders.

Singapore-Vietnam relations are good and characterised by regular political exchanges at the highest levels and strong economic cooperation. Economic ties between Singapore and Vietnam are robust, and bilateral trade has grown steadily over the last decade. The Vietnam-Singapore Industrial Park (VSIP) projects have become a strong symbol of our bilateral economic cooperation. Prime Minister Lee and Vietnam Prime Minister Nguyen Tan Dung officiated the groundbreaking for the 4th VSIP in Hai Phong City on 13 January 2010.  A fifth VSIP in Quang Ngai province is being planned, with its investment certificate awarded in April 2012.  

The Connectivity Framework Agreement (CFA), in force since 23 January 2006, provides the overarching framework for bilateral economic cooperation across the six sectors of education and training, finance, investments, information technology and telecommunications, trade and services, and transportation. Since its inception, CFA has achieved good progress and remains a useful vehicle for bilateral economic engagement.

Vietnam is also one of the top recipient countries under the Singapore Cooperation programme (SCP). As part of Singapore’s commitment to the Initiative for ASEAN Integration (IAI), the Vietnam-Singapore Training Centre (VSTC) was established in Hanoi in November 2001 to train Vietnamese officials.
