The following foreign Heads of Mission presented their credentials to President Halimah Yacob in separate ceremonies at the Istana today:

MODISE CASALIS MOKITLANE

Mr Modise Casalis Mokitlane was born on 17 September 1951.  He graduated with a Diploma in Computer Programming from the then-University of Zululand in 1986.  He also obtained an Advanced Diploma in Governance and Leadership in 2012, and a Postgraduate Diploma in Management in 2015 from the University of Witwatersrand.

Prior to his appointment as High Commissioner to Singapore,
Mr Mokitlane served as a Member of the National Assembly of South Africa from 1994 to 1995.  He subsequently served as a Member of the Executive Council holding various portfolios in South Africa’s Free State Province from 1999 to 2009.  Mr Mokitlane also held the position of Chief Whip of the ruling African National Congress (ANC) in the Free State Provincial Legislature.  In 2009, Mr Mokitlane became the Leader of the Official Opposition in the Free State Provincial Legislature before re-joining the ANC in 2014.

MOTHUSI BRUCE RABASHA PALAI

REPUBLIC OF BOTSWANA


Mr Mothusi Bruce Rabasha Palai is the Ambassador of Botswana to the People’s Republic of China, with concurrent accreditation as High Commissioner of Botswana to Singapore.  He had previously served as Permanent Representative of Botswana to the United Nations and other International Organisations in Geneva and as Ambassador of Botswana to Switzerland, Austria, Greece, and Turkey from January 2011 to June 2017.  He had also served as Permanent Secretary in the Ministry of Labour and Home Affairs, the Office of the President, and the Ministry of Defence, Justice and Security from 2004 to 2010.

Mr Palai obtained a BA in Public Administration & Sociology from the then-University of Botswana and Swaziland in 1982, and a MA in Labour Relations from the University of Massachusetts Amherst in 1989.
